We have pro- <br /> posed neighborhood meetings to get the residents involved early in the process. Held <br /> at City Hall, they are informal reviews of the proposed improvements. We are also <br /> proposing that the project be bid prior to a public improvement hearing on the projects. <br /> This provides for hard costs not just estimates so people have a real sense of the true <br /> cost of the projects. Finally, we have shown the assessment hearing the same night <br /> as the public improvement hearing. This allows the City Council to determine the <br /> extent of objection to the project prior to the award of a construction contract. <br /> All of this process requires that the City Council establish written assessment policies <br /> prior to undertaking any of this work.
