I CITY COUNCIL MEETING 2 January 25, 1994 • 3 Page 8 4 5 recommended that the project be done and spread over a 6 period of time based on the pavement management report . 7 They also made a recommendation on the assessment policy 8 which the Council approved and was subsequently amended at a 9 lower rate. 10 11 The public hearing was opened at 7 :35 p.m. The notice of 12 the hearing appeared in the December 15, 1993 edition of the 13 Bulletin. Motion by Marks and seconded by Enrooth to open 14 the public hearing. 15 16 Motion carried unanimously. 17 18 Mark Anderson and Bob Roberts, representing the engineering 19 firm Rieke Carroll Muller and Associates, were present at 20 the meeting. Mr. Anderson gave a presentation of the 1994 21 street improvements . He explained the project would consist 22 of street reconstruction and replacement of water main and 23 storm sewer lines on 32nd Avenue N.E. from Rankin Road to 24 Silver Lake Road and on Hilldale Avenue N.E. from Rankin 25 Road to Silver Lake Road. The project also consists of a 26 bituminous overlay over the existing pavement on Croft Drive 27 from 32nd Avenue N.E. to 33rd Avenue N.E. ; Skycroft Drive 28 from 32nd Avenue N.E. to 33rd Avenue N.E. ; 31st Avenue N.E. 29 . . from Rankin Road to Silver Lake Road; Rankin Road from 32nd 30 Avenue N.E. to 33rd Avenue N.E. ; and 32nd Avenue N.E. from 31 Croft Drive to Rankin Road. 32 33- Mr. Anderson said during—the water main installation- only 34 one half of the pavement at a time will be removed to allow 35 access to homes during the process . A higher curb will'also 36 replace the current one which acts as a barrier to keep 37 traffic within the roadway and assists in plowing. The 1994 proposed improvements will begin May 15 and end in early 39 August . 40 41 Larry Hamer, Public Works Director, said NSP will be 42 replacing all of the gas mains and he is working with NSP to •
