c. The City shall submit on forms provided by the County, a Semi-Annual <br /> Report and a Final Report which summarizes the major outcomes of its <br /> recycling program. The Semi-Annual Report will cover the first six <br /> months of the calendar year and shall be submitted by July 31, 1995. <br /> The Final Report covers the entire year and shall be submitted by <br /> February 15, 1996. <br /> d. All SCORE funds accepted from the County ' shall be *used for waste <br /> reduction and recycling capital and operating expenses in the year <br /> granted; the City shall not retain any SCORE funds in excess of actual <br /> program expenses; and any unused funds shall be returned to the County. <br /> e. The City may not charge its residents through property tax, utility fees <br /> or any other method for that portion of the costs of its recycling <br /> program which is funded by County SCORE funds. <br /> f. The City shall establish a separate accounting mechanism, such as a <br /> project number, activity number, cost center or fund that will separate <br /> recycling revenues and expenditures from all other municipal activities, <br /> including solid waste and yard waste activities. <br /> g. All recycling and waste reduction activities, revenues and expenditures . <br /> are subject to audit by the County. <br /> h. The City must measure the set-out participation rate of its residents <br /> in curbside recycling during the month of October. The method used for <br /> measuring participation must be as submitted on the Grant Application. <br /> i . If the City does not contract for curbside services, the City will <br /> receive SCORE funds provided that at least 90% of the SCORE funds are <br /> credited back to residents and the City meet all minimum program <br /> requirements. The additional 10% of SCORE funds may be used for City <br /> administrative and promotional expenses. <br /> J. The City's municipal solid waste programs must be consistent with the <br /> state's preferred waste management practices as delineated in Minnesota <br /> Statute 115A.02, the County's Solid Waste Management Master Plan and all <br /> County ordinances. <br /> 11. TERM OF THIS AGREEMENT <br /> This' Agreement shall commence on January 1, 1995, and terminate on December 31, <br /> 111. HEIM OF COMPENSATION <br /> 1. The County will distribute SCORE funds to the Cities only to the extent the <br /> County has received such funds from the State of Minnesota.
