City Council Meeting Minutes <br /> July 13, 1999 <br /> Page 5 <br /> 1 Ranallo thanked Ms. Gullickson and Ms. Marks for their reports and their work in the <br /> 2 organization. <br /> 3 Marks noted an art exchange with students in Salo, Finland is planned for next year and is being <br /> 4 organized by Ms. Ruth Ann Marks. <br /> 5 D. Proclamation declaring National Night Out - August 3, 1999. <br /> 6 Motion by Marks, second by Thuesen to approve a Proclamation declaring August 3, 1999 <br /> 7 "National Night Out", a nationwide crime and drug prevention program sponsored by the <br /> 8 National Association of Town Watch(NATW). <br /> 9 Motion carried unanimously. <br /> 10 E. Parks Commission Report on dedication of Water Tower Park. <br /> 11 Ranallo welcomed Parks Commissioner George Wagner and invited him to address the Council. <br /> 12 Mr. Wagner stated the Commission met the previous evening and reviewed the progress of <br /> 13 construction in Silver Point Park, with which the Commission was disappointed. He added the <br /> 14 Commission had concerns that the park would not be ready for use by next summer. He noted <br /> 05 the playground equipment has arrived and is being installed, and the Commission has requested <br /> 16 temporary fencing around it. <br /> 17 . Mr. Wagner stated the Commission requested a backstop extension on one of the ballfields <br /> 18 which is located near a tots play area. He added the backstop is currently 12 feet and the <br /> 19 Commission recommends raising it to 16 feet with a cantilever addition. <br /> 20 Mr. Wagner stated the Commission has safety concerns regarding one of the drain grates which <br /> 21 seems to be installed incorrectly and is not fenced. He added the Commission recommends that <br /> 22 issue be addressed as a safety precaution. <br /> 23 Mr. Wagner stated the Commission is pleased with the overall design and construction of the <br /> 24 park. <br /> 25 Todd Hubmer, WSB, Inc., presented a depiction of the current design of the ballfield backstop as <br /> 26 well as 3 options for its extension. He noted the 3rd option, raising the backstop to 16 feet at a <br /> 27 cost of$4,059.50, provides the greatest level of safety protection. <br /> 28 Cavanaugh asked whether a cantilever could be installed only on the east side near the play area <br /> 29 to provide cost savings. Mr. Hubmer stated the backstop would need to be altered significantly <br /> 30 to accommodate this and would therefore not provide a significant savings. <br /> • <br />
