City Council Meeting Minutes <br /> July 13, 1999 <br /> Page 6 • <br /> 1 Motion by Marks, second by Faust to approve the extension of the ballfield backstop in Silver <br /> 2 Point Park using Option#3 as presented by WSB, Inc. at a cost of$4,059.50. <br /> 3 Motion carried unanimously. <br /> 4 Mr. Hubmer stated, with regard to the storm sewer drain grate, a fence was not initially installed <br /> 5 as the grate is not located near a pedestrian traffic area, and a fence would present maintenance <br /> 6 problems. He agreed to review the installation of the grate and the addition of a fence. <br /> 7 Ranallo asked when the park construction would be completed. Mr. Hubmer stated the <br /> 8 construction should be completed by Friday, July 23, 1999 if weather permits. <br /> 9 Ranallo asked what time construction commenced on Saturday, July 10. Mr. Hubmer stated he <br /> 10 understood the contractor began working before 8:00 AM in violation of the Council's recent <br /> 11 authorization of an 8:00 AM start time. He advised.the City attorney,could be consulted to <br /> 12 determine what action, if any, should be taken. He added the contractor will probably not work <br /> 13 another Saturday. <br /> 14 Mr. Wagner stated the Parks Commission also toured the Water Tower Park construction site and • <br /> 15 is very happy with its progress. He added the Commission would like to hold a park dedication <br /> 16 on August 4 or 5 with the participation of the Council. Ranallo stated the Councilmembers <br /> 17 would be involved in a budget review on August 4. <br /> 18 Ranallo stated the dedication will be a good kick-off for VillageFest. Mr. Wagner stated the <br /> 19 Commission hoped to have a ribbon-cutting ceremony at the park entrance. <br /> 20 Mr. Wagner stated the Commission recommends that the pump house be painted in advance of <br /> 21 the park dedication. Ranallo stated that would be completed. He thanked Mr. Wagner for his <br /> 22 report, and urged him to convey the Council's appreciation to the Commission. <br /> 23 Mr. Wagner stated the Commission also discussed the proposed pocket parks. He added the <br /> 24 Commission's consensus was that residents near the pocket parks should have input into the <br /> 25 design of the parks. He noted the Commission would wish to be involved in park planning if the <br /> 26 double lot on Pahl Avenue is realized. <br /> 27 Mr. Hubmer stated the proposed design for the pocket parks in the home buyout locations has <br /> 28 been reviewed at neighborhood meetings. He added that some residents on the north end of St. <br /> 29 Anthony Boulevard expressed concern that their homes will be exposed to the boulevard through <br /> 30 the pocket park, and the design provides some tree cover to screen them. He noted the design <br /> 31 also includes more trees along the boulevard. • <br />
