In this memo, he set forth certain issues for dis- <br /> 2 cussion, as set forth below: <br /> 3 1. Legislative Conference. Every year, the League of Minnesota Cities hosts a conference. <br /> 4 The conference schedule has been changed to Thursday, February 3, 2000, and Morrison encour- <br /> 5 aged the Councilmembers to attend. Mayor Cavanaugh and Morrison are attending. <br /> 6 2. Volunteer Dinner. Morrison stated that the date for the Volunteer Dinner is Friday, April <br /> 7 28, 2000. He requested that the Council approve the date so that invitations could be ordered and <br /> 8 plans made. He asked the Council to review theVolunteer List and made changes if necessary. <br /> 9 3. Employee Recognition Lunch. Mornson asked the Council to put March 1, 2000 from <br /> 10 11:30 a.m. - 1:30 p.m. as-the date for the luncheon. <br /> 11 4. Worksession Discussion. Mornson stated that he had agreed to provide an update to the <br /> 12 Council at the second meeting of each month in regard to the necessity of a worksession for the <br /> 13 following month. In this respect, he outlined five issues that were reviewed at regular Council <br /> 14 meetings this month, and then set forth upcoming issues that have typically been discussed at <br /> P15 worksessions. He requested that the Council review the upcoming issues and determine the ne- <br /> 16 cessity for a worksession in February. <br /> 17 5. Joint Meetings with the Parks Commission, Planning Commission. Morrison stated that <br /> 18 he has tentatively scheduled a joint meeting with the Planning Commission on April 18, 2000. <br /> 19 Mornson mentioned the possibility of the Council attending the Parks Commission meeting after <br /> 20 the completion of the site survey for Central Park. <br /> 21 6. School Board Joint Meeting. Momson reported that he is in the process of coordinating a <br /> 22 date for a joint meeting with the School Board as well as an agenda. He will advise the Council <br /> 23 as soon as possible regarding a potential date. <br /> 24 7. Hillcrest Development Update. Morrison reminded the Council that Scott Tankenoff, <br /> 25 Hillcrest Development, is interesting in purchasing Apache Plaza for redevelopment. Morrison <br /> 26 stated that Mr. Tankenoff was at the January 18, 2000 Planning Commission meeting and pre- <br /> 27 sented his concept and ideas. Mr. Tankenoff reported a positive dialogue with the Planning <br /> 28 Commission, and plans to attend the Council and Planning Commission meetings on a regular <br /> 29 basis to provide updates. Mornson believed Mr. Tankenoff to be serious in his pursuit of Apache <br /> 30 Plaza and stated that Mr. Tankenoff has hired a land use attorney and a tax increment consultant. <br /> 31 Additionally, City Staff will be meeting with Mr. Tankenoff to review the work plan. <br /> 32 8. Fire Chief Update. The City's Fire Chief is retiring in March, and the City has posted the <br /> 33 job opening and closed applications as of January 20, 2000. Interviews will be.occurring in Feb- <br /> 34 ruary and it is the City's hope that a new Fire Chief will be hired by the end of February. In this <br />
