29 <br /> • SAINT PAUL - RAMSEY COUNTY DEPARTMENT OF PUBLIC HEALTH <br /> ENVIRONMENTAL HEALTH SECTION <br /> 2001 MUNICIPAL GRANT GUIDELINES: SCORE FUNDING•GRANTS <br /> SCORE FUNDING GRANTS are provided to municipalities in Ramsey County. Grants are provided to <br /> a municipality pursuant to an Agreement between the County and city following application for a <br /> grant by the city. The grant funds are capped for each city,and are calculated on a per capita basis. <br /> A. Eligible Expenses: <br /> A municipality may use SCORE funding grant funds for the following types of expenses: <br /> 1. 'Administration: Salary and benefits of full-time or part-time dedicated employees who are <br /> primarily responsible for planning, coordinating, implementing or promoting the municipal <br /> recycling program. <br /> 2. Promotion: Promotional activities to encourage business and residential source reduction and <br /> recycling and recycling in municipal facilities. Cash prize drawings as incentives are eligible if <br /> included in the grant application. Promotional activities may include production and distribution <br /> of fliers and brochures, lawn signs, posters,articles in newsletters,and advertising in the <br /> media. <br /> • <br /> 3. Equipment: All equipment must remain the property of the City. Examples of eligible expenses <br /> include, <br /> • purchase or lease of equipment used only for collection and transportation of recyclable. <br /> materials,or collection and storage of recyclable materials at municipal drop-off centers; <br /> • purchase or lease of equipment dedicated to managing recycling data, such as bar coding <br /> equipment; <br /> • purchase of containers for collection of recyclables; and <br /> • purchase or lease of tree and shrub waste recycling equipment. <br /> 4. Collection of Recyclable Materials: The cost of collection of recyclable materials from single- <br /> family,dwellings,multi-unit housing and municipal facilities,for programs that will maintain and <br /> increase the level of residential or municipal facility recycling beyond the level'of recycling <br /> achieved in 2000. The cost for recycling materials collected at clean-up events is an eligible <br /> expense. Cost associated with initiating a recycling collection program for small businesses <br /> may also be on eligible expense. <br />
