33 <br /> MEMO <br /> DATE: June 3, 2002 <br /> TO: Mike Morrison <br /> FROM: Dick Engstrom <br /> SUBJECT: Joint Powers Agreement with the City of Roseville Police Department <br /> In today's fast paced world, law enforcement has to keep in step with the changes on how <br /> we protect the community. There is plenty of what's going on in cities across the nation, <br /> school shootings, domestic terrorism, armed standoffs with police, work place shootings, <br /> to bear out our concerns. <br /> I recommend the Council sign this "Joint Powers Agreement" that will be a plus for the <br /> citizens of our community by enabling us to respond quickly in any critical incident that <br /> requires specialized training to deal with it. <br /> Roseville Police Department has ten officers committed to this operation, and we have <br /> three. Thus far, Roseville has most of the technology and equipment to carry out these <br /> operations. We have used Hennepin County and Minneapolis Swat forces in the past. <br /> While they have provided good service, the wait has been too long—up to three hours to <br /> get a briefing and to get fully deployed for the operation. Last summer, it took almost <br /> five hours. In today's society, that is not acceptable. <br />
