City Council Regular Meeting Minutes ] <br /> July 23, 2002 <br /> Page 5 <br /> 1 • Sanitary sewer system back-ups into adjacent homes. <br /> 2 • Streets, sanitary sewer, water main lines are approximately 40 years old and are <br /> 3 exhibiting deterioration problems. <br /> 4 <br /> 5 As a result, the City Council provided funding in the 2003 budget for street and utility <br /> 6 improvements. On May 28, 2002, the St. Anthony City Council authorized the <br /> 7 preparation of an engineering feasibility report for the 2003 Street and Utility <br /> 8 Improvement Project. <br /> 9 <br /> 10 Hubmer reviewed the proposed improvements with the Council, which included sanitary <br /> 11 sewer, watermain, storm sewer, street, permits and approvals, and detour routes. <br /> 12 <br /> 13 Hubmer reviewed the funding for the project: <br /> 14 • Sanitary Sewer $400,600 <br /> 15 • Watermain Improvement $365,4000 <br /> 16 • Storm Sewer Improvement $18,500 <br /> 17 • Street Reconstruction $951,700 <br /> 18 • Total $1,736,200 <br /> 19 <br /> 20 Hubmer reviewed the funding sources with the Council. The assessable total is <br /> 21 $364,370, and the City total is $1,371,830, for a grand total of$1,736,200. <br /> 22 <br /> 23 Councilmember Thuesen asked if fixing the project area would help the area south of it <br /> 24 that also have back-up problems. Hubmer stated that it would not help individuals to the <br /> 25 south. <br /> 26 <br /> 27 Councilmember Thuesen asked about the borings taken on for the streets included in the <br /> 28 project. Hubmer indicated that they borings are now complete. <br /> 29 <br /> 30 Councilmember Thuesen asked what the City can do before the project starts, so that <br /> 31 residents will know well in advance what alternate routes will be in place for them. <br /> 32 Hubmer stated that they will hold a number of public meetings with the residents, that a <br /> 33 newsletter will go out to residents every three weeks, and an observer on site full-time <br /> 34 (Hank Abbott: 612-998-3675) who can be contacted regarding any questions associated <br /> 35 with the project. <br /> 36 <br /> 37 Hubmer added that they would be going door-to-door along 31"Avenue beginning <br /> 38 tomorrow evening to provide residents with additional information on the progress of the <br /> 39 project. He added that the 2003 project is not as large as the 2002 project. <br /> 40 <br /> 41 Councilmember Faust asked if they were biting off more than they can chew regarding <br /> 42 the 2003 project. Hubmer stated that he would be proposing a different way of staging <br /> 43 the project from the way that the 2002 project has been done. <br /> 44 <br /> 45 Councilmember Faust stated that a concern of his was with trash receptacles for elderly <br /> 46 people need to be considered, as they should not be expected to drag them two blocks to <br />
