Mr. Shardlow responded the signage had been thought out in the . <br /> 3 context of the project. <br /> 4 <br /> 5 Mayor Hodson asked how the sign criteria were set and what templates were available. Mr. <br /> 6 Shardlow responded extensive models were available and the development team would be <br /> 7 proposing sign criteria. <br /> 8 <br /> 9 Councilmember Sparks asked if noise control was handled in the PUD. Mr. Shardlow responded <br /> 10 it would be handled only if there were issues that arose regarding sources of concern. He added <br /> 11 site-planning techniques were used to locate loading and service areas. <br /> 12 <br /> 13 Discussion followed regarding potential sources of noise and suggestions for eliminating them. <br /> 14- Mr. Shardlow replied the development team would respond to Council's concerns. <br /> 15 <br /> 16 Councilmember Sparks stated she was concerned about the"sea of parking"that would be in <br /> 17 front of the major retailer. She added she was not sure the architectural criteria presented would <br /> 18 necessarily maintain the Village character. She noted there were not many windows shown on <br /> 19 the plan, even though there was an attempt to break the mass. She indicated she did not feel the <br /> 20 design criteria had been pushed on the building. <br /> 21 <br /> 22 Councilmember Sparks stated she had been told the major retailers were not flexible; however, <br /> 23 she had found examples of Wal-Mart stores and Target stores that had moved beyond the usual <br /> 24 box design. She noted one of the reasons the City had chosen this development team was <br /> 25 because of their reputation for originality and aesthetics. <br /> 26 <br /> 27 Mr. Shardlow responded there were limits with what could be done, especially when many cars <br /> 28 needed to be accommodated for a major retailer. He added this prototype certainly was not low <br /> 29 standard but was custom designed and enhanced, with higher quality building materials and <br /> 30 "more of a nod"to the surrounding areas. <br /> 31 <br /> 32 Councilmember Faust asked if Mr. Shardlow recalled discussion with the Planning Commission <br /> 33 regarding taking the vast amount of parking, paving half of it and "banking"the rest. Mr. <br /> 34 Shardlow responded the term used was "proof of parking,"which meant building less parking <br /> 35 now and being able to prove there was ability to build more. He did not know if that would work <br /> 36 in this situation. <br /> 37 <br /> 38 Mr. Shardlow noted the development team was present at the meeting and they had been <br /> 39 working on this project the past 18 months. He added the "number one" question from residents <br /> 40 was if this was really going to happen this time. Mr. Shardlow introduced the members of the <br /> 41 team. <br /> 42 <br /> 43 Kathy Anderson, KKE Architects, stated she had been part of the Robert Muir team for many <br /> 44 shopping centers. She felt Council could answer some its questions by looking at other premier <br /> 45 centers the team had completed. She listed some of those centers and showed images of the <br /> 46 prospective plan. <br /> 47 <br />
