Ms. Anderson responded it was, as the first buildings seen were going to-be <br /> 3 the premier spaces. She discussed the architectural visibility plans to draw in both cars and . <br /> 4 pedestrians. <br /> 5 <br /> 6 Councilmember Horst asked about parking in the front and back and if all the stores would have <br /> 7 a front and back door. Ms. Anderson responded some retailers were against having two <br /> 8 entrances; however, it had been done successfully. She added diagonal parking was planned in <br /> 9 front of the stores. <br /> 10 <br /> 11 Discussion followed regarding ways to make the fagade richer. It was noted the architecture was <br /> 12 best viewed from the street because most of the shoppers would be arriving by car. <br /> 13 <br /> 14 Councilmember Sparks indicated many cars would be coming from the south on Silver Lake <br /> 15 Road and most would see the major retailer and not the beautiful entrance. She wanted the view <br /> 16 for those passing to be consistent. <br /> 17 <br /> 18 Ms:Anderson responded she felt they were dealing with this and discussed the changes in wall <br /> 19 space, shadowing, etc. She noted the first thing that would be seen was the landscaping and the <br /> 20 buildings were the backdrops. <br /> 21 <br /> 22 Councilmember Horst noted he was concerned about reaching a balance among the costs <br /> 23 involved, the building of a high-end product and meeting the needs of the retailer. He added he <br /> 24 did like the centers completed by the development team and wanted to make sure the City <br /> 25 received the same quality. <br /> 26 <br /> 27 Mr. Shardlow stated the standard to be met would be in force once the City made final decisions <br /> 28 regarding the outcome. <br /> 29 <br /> 30 Councilmember Thuesen asked if the City could indicate the quality in standards, during <br /> 31 discussions, by using a broad term like `Blaine-type," for example. Mr. Shardlow responded the <br /> 32 City would need to be more specific than that. <br /> 33 <br /> 34 . Miles Lindberg was introduced as part of the development team specializing as a site planner of <br /> 35 retail and mixed-use development. He noted one of the conflicts with this type of development <br /> 36 was the noise generated from a retail area that was close to a residential area. He indicated the <br /> 37 development team was aware of the problem, even though solutions had yet to be designed. He <br /> 38 promised those problems would be solved if they were an issue. <br /> 39 <br /> 40 Councilmember Thuesen asked if the side of the apartment building exposed to noise from a <br /> 41 loading dock, for example, could have enhanced soundproofing. Mr. Shardlow responded the <br /> 42 team was working on buffering. He added landscaping could also serve as a sound and visual <br /> 43 break. <br /> 44 <br /> 45 Mayor Hodson stated noise issues were already present because of the proximity of the railroad <br /> 46 and switchyard.
