City Council Regular Meeting Minutes 02 <br /> February 10, 2004 <br /> Page 2 <br /> 1 Mayor Hodson opened the public hearing at 7:02 p.m. <br /> 2 <br /> 3 No one came forward for the public hearing. <br /> 4 <br /> 5 Mayor Hodson closed the public hearing at 7:10 p.m. <br /> 6 <br /> 7 Councilmember Stille asked at what point the assessment needs to be paid to avoid interest <br /> 8 charges. <br /> 9 <br /> 10 Mr. Hubmer indicated that the assessment would need to be paid prior to November 30, 2004 or <br /> 11 prior to November 14 or any following year to avoid the interest for that year. <br /> 12 <br /> 13 Motion by Councilmember Stille, seconded by Councilmember Thuesen, to adopt Resolution <br /> 14 04-020, Ordering the 2004 Street Improvements. <br /> 15 <br /> 16 Motion carried unanimously. <br /> 17 <br /> 18 B. Adopt and Confirm Assessments for 2004 Street Improvements and Consider Approval <br /> 19 of Resolution 04-021 <br /> 20 Motion by Councilmember Thuesen, seconded by Councilmember Stille, to adopt Resolution <br /> 21 04-021, Adopting and Confirming Assessments for 2004 Street and Utility Improvements. <br /> 22 <br /> 23 Motion carried unanimously. <br /> 24 <br /> 25 C. Relating to the 2004 Street Improvement Project is Consideration of the following <br /> 26 Resolution: <br /> 27 1. Resolution 04-022, re: Award Bid to Contractor <br /> 28 Motion by Councilmember Horst, seconded by Councilmember Thuesen, to adopt Resolution <br /> 29 04-022, Awarding a Bid for 2004 Street and Utility Improvements to S.M. Hentges & Sons, Inc. <br /> 30 <br /> 31 Discussion: <br /> 32 <br /> 33 Councilmember Thuesen commented on the large discrepancy in price from the lowest to the <br /> 34 highest bidder and asked whether the City needed to be concerned with receiving a quality <br /> 35 project at the lower price. <br /> 36 <br /> 37 Mr. Hubmer explained that the contractor needs to meet certain specifications as set forth by the <br /> 38 City. He then commented that the City received a larger number of bids for this project than is <br /> 39 typical which meant lower prices for the City. <br /> 40 <br /> 41 Motion carried unanimously. <br /> 42 <br /> 43 V.
