City Council Regular Meeting Minutes 02 February 10, 2004 Page 2 1 Mayor Hodson opened the public hearing at 7:02 p.m. 2 3 No one came forward for the public hearing. 4 5 Mayor Hodson closed the public hearing at 7:10 p.m. 6 7 Councilmember Stille asked at what point the assessment needs to be paid to avoid interest 8 charges. 9 10 Mr. Hubmer indicated that the assessment would need to be paid prior to November 30, 2004 or 11 prior to November 14 or any following year to avoid the interest for that year. 12 13 Motion by Councilmember Stille, seconded by Councilmember Thuesen, to adopt Resolution 14 04-020, Ordering the 2004 Street Improvements. 15 16 Motion carried unanimously. 17 18 B. Adopt and Confirm Assessments for 2004 Street Improvements and Consider Approval 19 of Resolution 04-021 20 Motion by Councilmember Thuesen, seconded by Councilmember Stille, to adopt Resolution 21 04-021, Adopting and Confirming Assessments for 2004 Street and Utility Improvements. 22 23 Motion carried unanimously. 24 25 C. Relating to the 2004 Street Improvement Project is Consideration of the following 26 Resolution: 27 1. Resolution 04-022, re: Award Bid to Contractor 28 Motion by Councilmember Horst, seconded by Councilmember Thuesen, to adopt Resolution 29 04-022, Awarding a Bid for 2004 Street and Utility Improvements to S.M. Hentges & Sons, Inc. 30 31 Discussion: 32 33 Councilmember Thuesen commented on the large discrepancy in price from the lowest to the 34 highest bidder and asked whether the City needed to be concerned with receiving a quality 35 project at the lower price. 36 37 Mr. Hubmer explained that the contractor needs to meet certain specifications as set forth by the 38 City. He then commented that the City received a larger number of bids for this project than is 39 typical which meant lower prices for the City. 40 41 Motion carried unanimously. 42 43 V.
