Ordinance 04-004, Ordinance Section 515, Dogs, Allowing three hree (3) dogs per household <br /> 4 and changing immunization requirements (1St Reading). <br /> 5 City Manager Mornson addressed the Council regarding revising the current Dog Ordinance to <br /> 6 allow the amount of dogs in a household to be three (3) instead of the current two (2). He <br /> 7 reviewed the changes made to Section 520.01. <br /> 8 <br /> 9 License Require. No person may keep or harbor in any place within the City except <br /> 10 in a licensed in a licensed kennel, more than three(3) dogs over the age of six (6) <br /> 11 months. Any premises which are kept and maintained for the business of selling, <br /> 12 boarding,breeding, showing, or treating dogs, and any place where more then three <br /> 13 (3) dogs over the age of six months are habitually kept, is deemed to be a kennel. No <br /> 14 premises may be kept or maintained as a kennel without a kennel license issued by <br /> 15 the City after payment of the license fee set forth in Section 600. <br /> 16 <br /> 17 Mr. Mornson also noted the revising the wording for the rabies immunization requirement to <br /> 18 state that the resident must.show current rabies immunization,instead of an immunization within <br /> 19 the previous 18 months. He reviewed the changes to Section 515.02. <br /> 20 <br /> 21 Immunization for Rabies. No dog will be licensed unless the owner furnishes a current <br /> 22 rabies immunization record from a licensed veterinarian. <br /> 23 <br /> 24 Mr. Mornson indicated that this resulted from a group of residents who approached the <br /> 25 Council at the June 8, 2003 meeting indicating immunizations for rabies are now required <br /> 26 every three years. He noted that with the City's license term of two years there is an <br /> 27 opportunity for a gap in coverage. He added the new stipulation of supplying a current record <br /> 28 should eliminate the possibility. <br /> 29 <br /> 30 Mr. Mornson recommended to the Council to approve amending the Dog Ordinance allowing <br /> 31 three dogs per household and changing wording to "current rabies immunization." <br /> 32 <br /> 33 Councilmember Stille noted that he conducted an informal poll in his neighborhood regarding <br /> 34 this issue. He continued stating that the overall consensus was that three dogs would lead to <br /> 35 more barking and an increase in waste run off, which is a pollution concern. He suggested the <br /> 36 Council look into updating the code in relation to waste containers and further define what a <br /> 37 nuisance is. <br /> 38 <br /> 39 Councilmember Stille continued in suggesting that the Council allow a third dog by permit, <br /> 40 therefore, lending it to be "self policing" since the license would have to be renewed each year, <br /> 41 allowing for neighborhood input. <br /> 42 <br /> 43 Councilmember Thuesen noted that Councilmember Stille brought up valid points, however, <br /> 44 indicated that an irresponsible dog owner would remain irresponsible regardless of the number of <br /> 45 dogs they own. <br /> 46 <br />
