City Council Regular Meeting Minutes 10 <br /> June 22, 2004 <br /> Page 10 <br /> 1 Councilmember Thuesen indicated that he would be agreeable to a friendly amendment if the <br /> 2 rest of the Council felt that three dogs were too many as well. <br /> 3 <br /> 4 Councilmember Horst stated that his concern was not with the number of dogs,but with the <br /> 5 barking. He noted his appreciation of the work of the residents that are pushing for this revision. <br /> 6 He concluded in stating he was in favor of allowing three dogs, as well as bringing the <br /> 7 immunization standards up to date with state requirements. <br /> 8 <br /> 9 Councilmember Faust referenced research that was presented to the Council at the last meeting, <br /> 10 noting that 62 percent of the dog owners owned three or more dogs and 38 percent owned two or <br /> 11 less. He indicated his interest in considering the permit process, due to the fact that the <br /> 12 neighbors would have some say in the issue. He continued in suggesting that the Council move <br /> 13 forward with Councilmember Thuesen's suggestion,while looking further into permitting. He <br /> 14 concluded in stating that he was in favor of the change in the immunization requirement. <br /> 15 <br /> 16 Mayor Hodson indicated as well, that the issue is not with the number of dogs but with the noise. <br /> 17 He recommended that Staff look fiu-ther into the criteria surrounding multiple pet permitting. <br /> 18 <br /> 19 Councilmember Thuesen noted that he was not opposed to discussing the permitting process, <br /> 20 however, noted a responsible owner may live next to a neighbor that does not like dogs. <br /> 21 Councilmember Stille addressed his concern, stating that the responsible dog owner would still <br /> 22 be able to have two dogs,however the third may not be allowed. <br /> 23 <br /> 24 Mayor Hodson agreed with Councilmember Thuesen in that the permit process could pose a <br /> 25 problem. <br /> 26 <br /> 27 Councilmember Stille indicated that the permit process is a prevalent processing noting that <br /> 28 surrounding communities have permit requirements. <br /> 29 <br /> 30 Councilmember Thuesen stated once again that the issue lies with the irresponsible dog owner, <br /> 31 not the number of dogs. <br /> 32 <br /> 33 Mayor Hodson suggesting moving forward with the motion. <br /> 34 <br /> 35 Motion by Councilmember Thuesen, seconded by Councilmember Horst to approve amending <br /> 36 Ordinance 04-004, Section 515, Allowing Three (3) Dogs per Household.and Changing <br /> 37 Immunization Requirements (1St Reading). <br /> 38 <br /> 39 Ayes-4, Nay-1 (Stille). Motion Carried. <br /> 40 <br /> 41 3. Resolution 04-051; Desi ating MN/DOT as the City's Agent in accepting Federal Aid <br /> 42 Funds. <br /> 43 City Manager Mornson reviewed for the Council a proposed contract with the Minnesota <br /> 44 Department of Transportation(MN/DOT) and a resolution for consideration in designating <br /> 45 MN/DOT as the lead agency in accepting the Federal Funds on behalf of the City of St. Anthony <br /> 46 Village for improvement in the Northwest Quadrant of St. Anthony Village. <br /> 47 <br />
