City Council Regular Meeting Minutes 04 <br /> June 22, 2004 <br /> Page 4 <br /> 1 <br /> 2 Types of Units - Three-hundred eighty people are expected to reside in the 251 units. <br /> 3 There will be a mix of one bedroom, one bedroom with den, two bedrooms, and two <br /> 4 bedrooms with den units. All of the units will be for sale. <br /> 5 <br /> 6 ■ Affordability -All of the units are expected to be market rate units. None of them are <br /> 7 expected to be affordable to households with median incomes less than 50% of AMI. <br /> 8 <br /> 9 ■ Parking Spaces - There will be 89 parking spaces (1.4 spaces per unit) in each <br /> 10 garage. That amounts to 356 spaces for the four buildings. In addition,there are 64 <br /> 11 outside spaces on private property. The total amount of spaces is 420 (1.7 spaces per <br /> 12 unit). There are 22 spaces along 39th Avenue that cannot be credited to the <br /> 13 development because they are in the public right-of-way and can be used by anyone. <br /> 14 <br /> 15 Mr. Thorvig stated that a PUD allows flexibility because of the large nature of use. He noted that <br /> 16 some flexibility from normal City requirements is needed in order to approve this development, <br /> 17 which include the following: <br /> 18 <br /> 19 Parking -The number of parking stalls is less than would normally be allowed by <br /> 20 code. Normally 502 spaces would be required. Four hundred and twenty are being <br /> 21 provided. There are 22 spaces along 39h Avenue. However, these are on public <br /> 22 right-of-way and cannot be used to satisfy parking requirements for the project. The <br /> 23 developer has done several buildings similar to these. His experience is that many <br /> 24 units are purchased by single individuals who live alone or senior couples where there <br /> 25 is just one driver. Therefore, the 1.7 spaces per unit are expected to be adequate. <br /> 26 <br /> 27 Appearance -The exact colors have not been defined yet. However, the color <br /> 28 rendering indicates a rusty brick color compatible with other buildings in the PUD. <br /> 29 The colors should be clarified by the time the Council approves the plan or delegated <br /> 30 to staff in the same way the final approval of the materials was left to staff for the <br /> 31 Wal-Mart building. <br /> 32 <br /> 33 Final Plat- The final plat is in conformance with the PUD and meets all the platting <br /> 34 requirements of the City of St. Anthony. <br /> 35 <br /> 36 Mr. Thorvig concluded in stating that the Planning Commission recommends approval of the <br /> 37 Final Development Plan subject to the condition that that the color of exterior materials on the <br /> 38 building be clarified prior to approval by the City Council. He also recommended that the <br /> 39 Planning Commission recommend approval of the final plat. With that, he introduced the <br /> 40 developers present in the audience and asked them to come forward with their presentation for <br /> 41 the Council. <br /> 42 <br /> 43 Len Pratt of Hunt/Pratt came forward to address the Council. He stated that he was very honored <br /> 44 to be a part of the wonderful development that St. Anthony is bringing to the community. <br /> 45 <br />
