He stated that the phased approach is to allow the City to continue to obtain the $750,000 <br /> 5 in federal funds. <br /> 6 <br /> 7 Todd Hubmer, of WSB, came forward to address the Council in presenting the bids for Phase II. <br /> 8 He indicated that up for Council's consideration is a resolution awarding a Bid for Phase IL 39`h <br /> 9 Avenue Street and Utility Improvements. He noted this resolution awards the contract for the <br /> 10 Phase II: 39th Avenue street reconstruction project to the lowest bidder. He presented Council <br /> 11 with a tabulation of the bidders, which detailed low bidder to be Forest Lake Contractors, <br /> 12 Incorporated with a bid amount of$628,714. <br /> 13 <br /> 14 Motion by Councilmember Thuesen, seconded by Councilmember Faust, to Adopt Resolution <br /> 15 04-057; Awarding Bid for Phase II; 39th Avenue Street and Utility Improvements to Forest lake <br /> 16 Contractors, Incorporate in the amount of$628,714. <br /> 17 <br /> 18 Discussion: <br /> 19 There was discussion as to the use of the term "pond"in reference to the previously existing <br /> 20 ponds no longer being present on the site. Clarification was made by indicated a new pond <br /> 21 would be constructed. <br /> 22 <br /> 23 Councilmember Faust questioned the paving process. Mr. Hubmer indicated that the process <br /> 24 will be less than what is required of a standard street due to the fact that the utilities were taken <br /> 25 care of under Phase I by Veit Incorporated. <br /> 26 <br /> 27 Councilmember Faust continued in questioning as to when Phase III would be bid. Mr. Hubmer <br /> 28 responded in noting the bid would take place in September or October of 2004, adding that the <br /> 29 dates would be the same as the 2005 Road Reconstruction dates to attract more bidders. <br /> 30 <br /> 31 Councilmember Faust inquired as to why there were only two bidders for Phase II, suggesting it <br /> 32 was due to the time of year. Mr. Hubmer assured him that the time of year, as well as the tight <br /> 33 time frame requirements, came into play. <br /> 34 <br /> 35 Motion carried unanimously. <br /> 36 <br /> 37 B. Resolution 04-058; Funding for the Electronic Sign <br /> 38 City Manager Morrison reported he asked Finance Director, Roger Larson, to explore funding <br /> 39 options for the purchase of the City's electronic sign. He indicated that in December 2003, the <br /> 40 Kenzie Terrace TIF District was decertified. He added the final payment to Hennepin County <br /> 41 will be approximately$325,000, of which in December 2004, the City will receive its portion, <br /> 42 one-third, or$108,225 back. <br /> 43 <br /> 44 Mr. Morrison reported the sign is estimated to cost$50,000. He noted that the city has received <br /> 45 fund commitments from the Chamber of Commerce and Kiwanis in the amount of$4,000. <br /> 46 <br />
