City Council Regular Meeting Minutes ®$ <br /> July 27, 2004 <br /> Page 8 <br /> 1 suggested that the City should have their sign in line with the requirements of the ordinance. He . <br /> 2 added that he prefers the logo on the top with the message board on the bottom of the sign, <br /> 3 stating that companies follow this type of design in their signage. <br /> 4 <br /> 5 Councilmember Stille wished to offer information regarding the choice of location, indicating <br /> 6 that the sign piloted at the City Hall was not visible until the last minute when the Planning <br /> 7 Commission conducted their drive by tests. He concluded in noting that the tennis court location <br /> 8 was the only"logical"place in which to have the sign. <br /> 9 <br /> 10 Mayor Hodson indicated that Staff and Council need to consider safety factors in looking at <br /> 11 decreasing the size of the sign to meet the City code. <br /> 12 <br /> 13 Councilmember Thuesen noted his being in agreement that Staff and Council should try their <br /> 14 best to get the sign to fit within City code, and that safety should come first. He suggested that <br /> 15 the City would appear to be"hypocritical" if they did not stay within the boundaries of the sign <br /> 16 ordinance. <br /> 17 <br /> 18 Councilmember Horst indicated that the City has a reason for the sign ordinance, adding it is <br /> 19 what Staff and Council say the "standard" should be. He cited specific examples in which the <br /> 20 Council held firm to the ordinance on previous petitions for size variance. He suggested in <br /> 21 stating that no signs within the community can be bigger than eight feet, except for the City sign, <br /> 22 is "wrong". He added that the City sign "needs"to fit within the parameters, or the City should <br /> 23 not have had parameters in the first place. <br /> 24 <br /> 25 Councilmember Faust pointed out that Staff and Council are going to face similar issues with <br /> 26 regard to signage at Silver Lake Village. He noted that Council rejected a petition for variance <br /> 27 size earlier, adding, therefore, that it is "dis-ingenuous"to grant a variance for the City. <br /> 28 <br /> 29 Motion by Councilmember Faust, seconded by Councilmember Thuesen,to Modify and Adopt <br /> 30 Resolution 04-056; Approving 3301 Silver Lake Road, City of St. Anthony, Electronic <br /> 31 Monument Sign (a) for a Conditional Use Permit, (b) Variance for Copy Surface Area, and <br /> 32 removing the Variance for Sign Height. <br /> 33 <br /> 34 Ayes -4,Nays—(Horst). Motion carried. <br /> 35 <br /> 36 VI. GENERAL POLICY BUSINESS OF THE COUNCIL. <br /> 37 <br /> 38 A. Resolution 04-057; Awarding Bid for Phase H; 39h Avenue Street and Utility <br /> 39 Improvements; Todd Hubmer, WSB &Associates Incorporated Presenting_ <br /> 40 City Manager Morrison reported the bids for 39th Avenue Street and Utility Improvements, <br /> 41 Phase H,were opened on Friday, July 23rd. He indicated that Todd Hubmer, of WSB, is present <br /> 42 to review the bid tabulations for the Council. <br /> 43 <br /> 44 He noted the Phase II bids are for the curb and pavement from 39th Avenue to the proposed park, <br /> 45 which will essentially provide a new street for 100 percent of the commercial portions of the <br /> 46 proj ect. <br />
