14 <br /> City Council Regular Meeting Minutes <br /> September 14, 2004 <br /> Page 14 <br /> 1 ' <br /> 2 Mr. Gilligan noted that if Council is inclined to have special election prior to 2005 the <br /> 3 ordinance before Council needs to be considered. - <br /> 4 <br /> 5 Mayor Pro-tem Thuesen asked for the attending and viewing audiences to allow Council time <br /> 6 to consider the direction they wished to go, indicating that there is no section in their training <br /> 7 for Council that instructs them in how to deal with such a tragedy. <br /> 8 <br /> 9 Councilmember Stille inquired as to if they could continue with Mayor Pro-tem until the <br /> 10 special election, if that is the direction they went. Mr. Gilligan assured him that they could do <br /> 11 so, and if there became a challenge, Council could appoint someone up until the time of the <br /> 12 election. <br /> 13 <br /> 14 Councilmember Faust indicated the dilemma and that this situation"pits" Council against each <br /> 15 other, due to that fact that more than one Councilmember is interested in the position. He <br /> 16 noted his interest as well as Councilmember Horst's. He stated that Council needs to uphold <br /> 17 the law, therefore, stated a special election needs to be held in December. <br /> 18 <br /> 19 Councilmember Horst responded in noting his interest as well, adding that he has no problem <br /> 20 with the Mayor Pro-tem serving until the special election in December. He noted his interest <br /> 21 in allowing the public to vote, therefore, deciding who they want as their Mayor. He indicated <br /> 22 the "biggest"obstacle at this time is whether or not to appoint someone or not. <br /> 23 <br /> 24 Mr. Gilligan stated in his opinion that Council can allow to the Mayor Pro-tem to serve until <br /> 25 the time of the election, therefore, not having to appoint a Councilmember this evening. <br /> 26 <br /> 27 Councilmember Stille noted his temptation to offer himself as the appointment with the hope <br /> 28 that his fellow Councilmembers would appoint him back to his seat following the outcome of <br /> 29 the election. <br /> 30 <br /> 31 Mayor Pro-tem Thuesen indicated that Council has to make a decision either to appoint <br /> 32 someone as a Mayor to serve a one year term with the election to take place in November <br /> 33 2005, or to hold a special election this December. <br /> 34 <br /> 35 Councilmember Horst noted that he would not like anyone to step down, therefore, indicating <br /> 36 his being in favor of a special election in December and allowing the Mayor Pro-tem to serve <br /> 37 until then. <br /> 38 <br /> 39 Councilmember Stille inquired as to whether Mr. Gilligan was aware of any similar situations. <br /> 40 Mr. Gilligan responded in stating that he is not aware of any similar instances, however, he <br /> 41 offered to check with the league. <br /> 42 <br /> 43 Councilmember Stille concluded in noting that he is in favor of a special election. <br /> 44 <br /> 45 Councilmember Faust indicated that due to the freedom of speech, no one is opposed to an <br /> 46 election.
