City Council Regular Meeting Minutes 02 <br /> September 14, 2004 <br /> Page 2 <br /> 1 Mr. Strom addressed the Council in providing them with a background on the St. Anthony <br /> 2 Kiwanis. He noted that they have thirty-eight members, which is up five from the previous year, <br /> 3 therefore, they are a growing organization. <br /> 4 <br /> 5 Mr. Strom thanked the Council for the proclamation allowing them to sell peanuts. He indicated <br /> 6 that they raise funds towards scholarships, and that they sponsor four youth groups in the <br /> 7 community; K Kids,Builders,Key Club and Circle K. <br /> 8 <br /> 9 Mr. Strom introduced the other Kiwanis members present; Tim Holstand, Tom Miller, Diane <br /> 10 Sparks and George Wagner, a member for thirty years. <br /> 11 <br /> 12 It was noted that the St. Anthony Kiwanis has been established for forty years, adding that they <br /> 13 have been selling peanuts for thirty-two years. The Kiwanis members concluded in passing <br /> 14 peanuts out to the Council and community members present. <br /> 15 <br /> 16 Motion by Councilmember Faust, seconded-by Councilmember Horst, to designate Friday, <br /> 17 September 24, 2004 as St. Anthony's Kiwanis Peanuts Day. <br /> 18 <br /> 19 Motion carried unanimously. <br /> 20 <br /> 21 M. CONSENT AGENDA. <br /> 22 A. Approve August 10, 2004, Regular Council Meeting Minutes. <br /> 23 B. Licenses and Permits. <br /> 24 C. Claims. <br /> 25 <br /> 26 Discussion: <br /> 27 Mayor Pro-tem Thuesen explained the system of Mayor Pro-tem to the community members to <br /> 28 clarify any questions or concerns that have been expressed. He stated that the process used to be <br /> 29 based upon seniority,however, now it rotates on an annual basis. <br /> 30 <br /> 31 Motion by Councilmember Stille, seconded by Councilmember Horst, to Approve the Consent <br /> 32 Agenda. <br /> 33 <br /> 34 Motion carried unanimously. <br /> 35 <br /> 36 IV. PUBLIC BEARINGS. <br /> 37 A. Silver Lake Village Revenue Bonds, Jerry Gilligan, Dorsey& Whitney presenting_ <br /> 38 Mayor Pro-tem Thuesen opened the public hearing at 8:10 p.m. <br /> 39 <br /> 40 City Attorney Gilligan reported he City has received a request from St. Anthony Leased Housing <br /> 41 Associates I Limited Partnership (the "Borrower")that the City issue revenue bonds under <br /> 42 Minnesota Statutes, Chapter 462C,the proceeds of which will be loaned by the City to Borrower <br /> 43 and used to finance the rental housing development containing approximately 261 rental units to <br /> 44 be constructed as part of the Silver Lake development. He stated the Borrower is a single <br /> 45 purpose entity limited partnership formed by Dominium Development in connection with the <br /> 46 proposed development. <br />
