City Council Regular Meeting Minutes <br /> November 23, 2004 .. 09 <br /> Page 3 <br /> 1 <br /> 2 <br /> 3 Discussion: - <br /> 4 Mayor Pro-tem Thuesen asked how the resident meeting went. Mr. Hubmer advised that 35-40 . <br /> 5 residents were in attendance at the informational meeting and some good questions were asked <br /> 6 for consideration in the plans and specifications. The construction schedule was also presented <br /> 7 to the residents. Mayor Pro-tem Thuesen stated he also felt the meeting went welt. <br /> 8 <br /> 9 City Manager Mornson asked if the bids would be presented to the Council on January 11, 2005 <br /> 10 and the project remain on schedule. Mr. Hubmer stated that is correct. <br /> 11 <br /> 12 Mr. Morrison asked if the 39th Avenue reconstruction project would be bid separately. Mr. <br /> 13 Hubmer stated if needed approvals are received, that project would be bid in March of 2005. <br /> 14 <br /> 15 Motion by Councilmember Faust, seconded by Councilmember Stille, to adopt Resolution 04- <br /> 16 074, Approval of Plans and Specifications and Ordering Advertisement for Bids as revised to <br /> 17 strike the date December 31, 2004 and replace it with January 7, 2005. <br /> 18 - <br /> 19 Motion carried unanimously. <br /> 20 <br /> 21 Discussion: <br /> 22 Councilmember Faust stated he is sometimes asked why projects are left in an incomplete stage <br /> 23 in the fall of the year. Mr. Hubmer explained that in the fall, by October, the roadway is rebuilt <br /> 24 with the first course of bituminous, curb and gutter, and the yards have been restored. The road <br /> 25 then goes through one freeze/thaw cycle so any low spots or disturbed areas can be addressed in <br /> 26 the spring prior to the base course being laid. <br /> 27 <br /> 28 Councilmember Faust asked about the maintenance of the roadway at three to five years. Mr. <br /> 29 Hubmer stated any cracks developed would be filled with a tar compound and within ten years, a <br /> 30 sealcoat project would be done to assure water does not get under the roadway. <br /> 31 <br /> 32 Councilmember Faust asked if the City used to sealcoat every four years prior to this new <br /> 33 procedure. Mr. Hubmer stated that is correct. <br /> 34 <br /> 35 Mr. Morrison noted that several roads were considered too deteriorated to spend maintenance <br /> 36 money on so they are scheduled for reconstruction. <br /> 37 <br /> 38 VII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br /> 39 City Manager Mornson complimented the Planning Commission on the tremendous job they did <br /> 40 to understand the issues with the two concept reviews presented at their last meeting. He stated <br /> 41 the Commissioners asked the same questions he would have recommended. Mr. Mornson stated <br /> 42 the Planning Commission is working very well together as a team. <br /> 43 <br /> 44 Mr. Mornson reported the following: <br /> 45 • Moody's representatives visited St. Anthony on November 19, 2004. The presentation <br /> 46 was well received as well as the tour of Silver Lake Village, the Public Works and Fire <br /> 47 Station, and street projects. <br />
