Councilmember Stille <br /> 2 withdrew his second. <br /> 3 <br /> 4 Motion by Councilmember Faust, seconded by Councilmember Stille,to deny Resolution 04- <br /> 5 067; 2250 St. Anthony Blvd,rezoning from Single Family Residential (R-1) to Recreational <br /> 6 Open Space (ROS). <br /> 7 <br /> g Motion carried unanimously. <br /> 9 <br /> 10 VI. GENERAL POLICY BUSINESS OF THE COUNCIL. <br /> 11 A. 2005 Street Project Feasibility Report—Todd Hubmer, WSB presenting. <br /> 12 Mr. Hubmer reviewed the project,projected costs and proposed funding sources for Council. <br /> 13 He added Condition 6 to the Resolution"Roosevelt Court". <br /> 14 <br /> 15 Councilmember Faust asked for clarification on the watermain extension and asked if there was <br /> 16 any future possibility that they would have to into Stinson. Mr. Hubmer replied the City would <br /> 17 not need to hook into Stinson. <br /> 18 <br /> 19 Councilmember Faust asked about Roosevelt Court access. He asked what kind of precautions <br /> 20 they would make for the residents. Mr. Hubmer replied residents would be able to park south of <br /> 21 33rd Avenue and walk to their residents. He also replied they could check into parking on <br /> 22 Edwards. <br /> 23 <br /> 24 Councilmember Faust requested they also look into the possibility of parking on 34�'. <br /> 25 <br /> 26 Councilmember Horst asked how long would the assessment last. Mr. Hubmer replied the <br /> 27 assessments were levied over a 15-year period and the City would issue bonds in the spring at <br /> 28 prime with 2 points above. <br /> 29 <br /> 30 Councilmember Horst asked if 15 years was the standard assessment period. Mr. Hubmer <br /> 31 replied it was. <br /> 32 <br /> 33 Councilmember Stille asked what was the approval process after the feasibility report. Mr. <br /> 34 Humber replied there would be a neighborhood meeting on November 17, the plans would be <br /> 35 approved, the bids would then be received, there would be an improvement hearing in January, a <br /> 36 public hearing would be held in February, the award of sale of bonds in March, construction <br /> 37 would being in May with substantial completion by October, 2005, the assessments would be <br /> 38 certified to the County auditor in August with final completion of construction June, 2006. <br /> 39 <br /> 40 Mayor Pro-tem Thuesen asked if 31s`would be widened. Mr. Hubmer replied that street would <br /> 41 stay narrow. <br /> 42 <br /> 43 Councilmember Faust stated he would be reluctant to say that because they received funds on <br /> 44 this project there should be no benefit to these homeowners,but instead to the whole City <br /> 45 because there were other people within the MWO who did not get this funding. He stated they <br /> 46 were not favoring this group because this just happened to work out this year. Mr. Hubmer <br /> 47 replied that was correct. <br />
