Motion by Mr. Bowerman and seconded by Mr. Bjorklund to waive the <br /> reading of the notice of the hearing . <br /> Motion carried unanimously. <br /> The projects proposed for funding were discussed with the City Manager <br /> who said both would benefit the elderly with $40,000 to be dedicated <br /> to weatherizing and bringing up to code four to five single family <br /> dwellings of persons who met the eligibility requirements , usually <br /> senior citizens, and $4 ,656 to be given to Community Services to <br /> offset the cost of operating the senior citizen programs in the City . <br /> Mr. Childs agreed that a broad based community effort should be made <br /> to let the public know these funds are available and assured the <br /> Commission members that all previous rehabilitation funds were being <br /> utilized. <br /> The hearing was closed at 8 :10 P'.M. <br /> Motion by Mr. Bjorklund and seconded by Mr. Zawislak to recommend the <br /> Council accept the City staff recommendations for the City ' s Year IX <br /> Urban Hennepin County Community Development Block Grant allocations <br /> as follows : <br /> Rehabilitation of Single Family Homes $40 ,000 <br /> Public Services - Senior Citizens Programs 4 , 656 <br /> Administration 1, 904 <br /> $46 , 560 <br /> The Commission finds that these activities are consistent with past <br /> uses of these funds and meet all the criteria set for such activities <br /> by the Housing and Urban Development agency and Hennepin County and <br /> believes there had been adequate public notice of the proposed alloca- <br /> tions as well as input from the public , and Planning Commission towards <br /> the selection of the activities to be funded. <br /> Motion carried unanimously. <br /> At 8: 15 P.M. , the second public hearing for the purpose of reallocating <br /> some of the CDBG funds which had been approved for 1980 , 1981 and 1982 <br /> was opened by the Chair . <br /> Again, there was no one present who objected to the notice or offered <br /> any input to the discussion of the reallocation suggested by the <br /> Manager. <br /> Mr. Childs explained that some of the funds would be lost to the City <br /> if they are not reallocated before April 15th and reported Hennepin <br /> County had agreed to the proposed reallocation. He explained that <br /> the City had been unable to complete the rebuilding of curbs along <br /> St. Anthony Boulevard so as to remove architectural barriers and the <br /> funds allocated for sidewalks along County Road D could not be <br /> utilized until that roadway is rebuilt.
