Childs , City Manager <br /> ------------------------------------------------------------------------ <br /> SUM14ARY DISCUSSION OF SUBJECT: Attached is a request from Kin Lun Kwong, 5001 <br /> Clearview Ave. , Fridley for t ree approvals as follows : (1 ) Rezoning from R-1 to C- <br /> Commercial for Lot 2 Block 6 Murray Heights Addition (Good Luck Cafe) . Lot 1 is alread <br /> zoned C-Commercial ; (2) Conditional -use approval to allow expansion of a restaurant on <br /> Lots 1 and 2, per Section 9, Subd. 3. 12 of the Zoning Ordinance; and (3) A variance <br /> to allow 22 parking spaces as opposed to the 85 spaces required by the Zoning Ordin- <br /> ance. (Please note that this is different from the legal notice because more detailed <br /> plans have been received from the applicant) . <br /> ALTERNATIVES : Any expansion of the use would require rezoning and a conditional use. <br /> The proposed cleanup of the property would be an improvement , however, a restaurant of <br /> 2787 square feet on two small residential lots represents a fairly intensive use and <br /> the proposed 22 spaces would be grossly inadequate. The applicant has been advised of <br /> the staff recommendation. <br /> RECOWIENDATION: Depending upon final design of the restaurant and its 1 ocat i n on <br /> the property, some expansion of the building could be accommodated, but an increase of <br /> about 360% is not recommended by staff. Doubling the size from 765 square feet to <br /> 1500 square feet and seating 45 people would require 48 parking spaces. Staff rec- <br /> ommends that the applicant be asked to redraw his plans for a smaller expansion, i .e. , <br /> 1500 sq. ft. or so, and that the request be tabled for 1 month to allow him to do so. <br /> If applicant does not wish to decrease the size, staff recommends denial . <br /> ATTACHMENTS : <br /> X Plan X Application Form <br /> X Mailing List Letters of Support/Objection <br /> X Notice of Hearing <br /> ITY MANAGER'S REVIEW: COMMENTS : <br />
