She felt an image <br /> 5 change would have to be considered and questioned if that was what the <br /> 6 Council really wanted to do. <br /> 7 <br /> 8 Councilmember Ranallo recalled that this ordinance had been changed in 1982 <br /> 9 from a 2:00 a.m. ' closing requirement to a: 1 :00 a.m. closing. This change <br /> 10 came about after residents had been surveyed and the majority responded they <br /> 11 favored a 1 :00 a.m. closing requirement based on their desire to eliminate <br /> 12 fast food restaurant traffic: <br /> 13 <br /> 15 5 Councilmember Marks observed that the Council had been "sensitized" to this <br /> 1 issue many years ago. <br /> 17 The City Attorney suggested the ordinance could be amended and the three readings <br /> 18 of the ordinance could be waived to avoid further delay. Councilmember Ranallo <br /> 19 objected to the waiving of the readings, noting that the Council had agreed not <br /> 20 to waive readings many years ago. It was felt this would afford residents an <br /> 21 opportunity for imput. <br /> 22 <br /> 23 Discussion continued regarding the location of the drive-thru window associated • <br /> 24 with Clark's Submarine Sandwich restaurant. It was the. consensus of the Council <br /> �5 that a drive-thru would ultimately make the corner of the building safer when <br /> 26 it is appropriately marked. As it presently is no pedestrian safety precautions <br /> 28 are in place. <br /> 29 Motion by Marks, second by Enrooth to direct the City Attorney to prepare proper <br /> 30 notices be made for public hearings and an ordinance prepared for an ordinance <br /> 31 change for restaurants to be open until 2:00 a.m.-. <br /> 32 <br /> 33 Roll Call : Marks, Enrooth, Makowske, Sundland - aye <br /> 34 Ranallo - nay <br /> 35 <br /> 36. The first reading of the ordinance and its public hearing will be on October <br /> 37 24, 1'989. <br /> 38 <br /> 39 The Council reviewed the site plan for Clark's Submarine Sandwich Restaurant <br /> 40 and the proposed si'gnage. Clark Armstead, owner of Clark's, advised that the <br /> 41 42 sign variance request is for the proposed signage on the side of the building <br /> 43 to identify the drive-thru. The proposed menu board is not included in this <br /> 44 request and the proposed signage for the front of the building conforms to <br /> 45 the sign ordinance. <br /> 46 Chairman Madderi stated that the Planning Commission had.den.ied the variance <br /> 47 for the side sign but only on the basis- of the non-conforming lettering. It <br /> 48 was the intention of the Planning Commission to request the City Council • <br /> 49 to seek a compromise. <br /> 50 <br />
