Commissioner Werenicz <br /> 5 then pointed out to the applicant that the house plans allow <br /> 6 twice as much side yard as is required. .Ms. Clarke replied <br /> 7 that there were other considerations to building the porch. <br /> 8 She stated •.that the porch was planned for the east side of <br /> 9 the house to avoid the hot summertime sun, to provide access <br /> 10 from the kitchen, because of the lack of doors on the south <br /> 11 side of the house , and because of the fireplace on the south <br /> 12 side of the house . <br /> 13 <br /> 14 Commissioner Wagner asked the applicant whether her reason <br /> 15 for wanting the porch on the east side of the house was <br /> 16 essentially because of financial hardship, and whether it <br /> 17 was merely a convenience for her to have the porch on the <br /> 18 east side . Ms. Clarke replied that it would not only be <br /> 19 convenient but practical , and that she would not be able to <br /> 20 afford major changes to the house and still be able to <br /> 21 construct it. <br /> 22 <br /> 23 Chairman Madden then invited Chris Paidosh of 3227 Edward <br /> 24 Street ATE to speak on the issue . tir. Paidosh explained that <br /> 25 when he and his wife , Laurie , built their house , they <br /> 26 expended extra effort to search out and find a house plan <br /> 27 which would fit their lot without having to request a <br /> 28 variance for any of the construction. Mr . Paidosh opposed <br /> 29 the granting of the variance because there is no definite <br /> 30 plan for the porch and because the issue would be more <br /> 31 appropriately addressed in the future when construction is <br /> ' 32 definitely planned. Mr . Paidosh also stated that he and his <br /> 33 wife built a substantial structure at 3227 Edward Street NE, <br /> 34 and would like to protect their investment in the <br /> 35 neighborhood by Taking sure an adequate structure is built <br /> 36 at 3305 . He said that allowing the variance would not <br /> 37 substantially increase the property value of the <br /> 38 neighborhood, and that he opposes the granting of the <br /> 39 variance also for that reason . <br /> 40 <br /> 41 Chair,:�an Madden invited Doug Bulthaus to speak on the issue . <br /> 42 Mr . Bulthaus stated that he and his wife do not oppose <br /> 43 granting of the variance as long as it is stipulated that <br /> 44 the porch will be on footings only and not on a foundation <br /> 45 which would impede the water flow. He stated that he <br /> 46 observed six inches of water in the area behind the proposed <br /> 47 porch earlier in the evening, and that the drainage problem <br /> 48 must be addressed soon by the City before the property in <br /> 49 that area is entirely built up.
