5
1
2 Chairman Madden invited Ms . Clarke to present her request to
3 the Commission. Ms .Clarke, accompanied by her home builder,
' 4 described her plans for a one-level , 1 , 400-foot house which
5 would provide easy accessibility for her 78-year old mother ,
6 should she come to live with her . Ms. Clarke stated that she
7 herself anticipated living in the house into her retirement
8 years . She explained that she plans to build the porch on
9 the back of the house at some undetermined future date , but
10 would prefer to have the issue settled before she begins
11 construction of the house itself . The proposed porch will
12 be a deck with footings which will be screen- or
13 glass-enclosed. pis . Clarke stated that such a porch will notl
14 interfere with drainage on the lot . She too is concerned
15 about the drainage in the area and intends to slope the yard
16 so that proper drainage is maintained.
17
18 Commissioner Hansen stated that the Commission' s decision
19 must be based on current conditions , but that those
20 conditions might be quite different by the time Ms. Clarke
21 actually begins construction of her porch. He asked the
22 applicant for a tire frame during which she planned to build,
23 her porch. Ms. Clarke answered that she did not know, but
24 that the porch construction would depend upon her finances .
25 Commissioner Hansen then asked the applicant whether she
26 would have difficulty in accepting approval of the variance
27 limited to a certain time frame . Ms. Clarke answered that
28 her answer would depend upon the time frame , and that she
29 could not foresee how building a porch on her house could
30 possibly interfere with anyone else ' s plans for the
31 neighboring houses or lots . Commissioner Hansen asked her 1
32 for an anticipated date of construction. Ms. Clarke stated i
33 that she was unable to give a date , although she definitely j
34 plans to build the porch .
35
36 Commissioner Werenicz asked the applicant whether she had
37 considered altering the plan of the house in order to
38 accommodate a porch without requiring a variance . Ids .
39 Clarke replied that the house plans were purchased pre-drawn,
40 and that she would be hesitant to change the plans for fear
41 of adding to the construction costs . Commissioner Werenicz
42 suggested that an architect , for a small fee , would be able
43 to change the plans to accommodate a porch which would not
44 require a variance . Ms. Clarke replied that she has not been
45 able to come up with an alternate plan for the porch without
46 drastically altering the floor plan of the house . She
47 stated that she had purchased the house plans even before
43 she purchased the lot .
49
50 Commissioner Wagner asked the applicant whether the porch
