Burt, City Manager <br /> =TEM : Walgreen Concept Review <br /> The City has received plans from Semper Holding Inc., for a Walgreen's to be located at the <br /> Coolidge/Kenzie Terrace/St. Anthony Boulevard triangle .(see map). Section 15 Subdivision 2_ <br /> Number 3b allows the developer to submit plans for a concept review of a proposed development. <br /> Since the proposed development conflicts with existing uses in the neighborhood, a concept review <br /> is appropriate to gather neighborhood input. <br /> The proposed drug store is a permitted use for this site which is zoned (C) Commercial. In review <br /> of their plan, there are six items that need to be addressed. <br /> RE-PLATING: The subject property includes four separate lots. To construct the building <br /> the developer must plat the four lots into one. This will eliminate the building being <br /> constructed over lot lines and the need for setback variances. <br /> OFF STREET LOADING: The plans submitted show an overhead delivery door located 35' <br /> form the north property line. Section 12 Subdivision 9 number 11a. calls for all loading <br /> berths to be 50 feet from a residential district. This will require the developer to move the <br /> loading doors 15 feet. <br /> PARKING LOT: Section 12 Subdivision 9 number 12b of-the Code provides that there shall <br /> be a minimum of three hundred square feet of parking lot area excluding access lanes for <br /> each parking space to be designated. The City Attorney and I have interpreted this to mean <br /> that the total parking area must equal 300 square feet times the number of parking spaces <br /> to be provided, and that in calculating the total area the access lanes are not to be included. <br /> The total parking area shown on the plan is approximately 16,440 square feet. Subtracting <br /> access lanes of approximately 8,662 square feet leaves 7,778 square feet of parking shown <br /> in the plan. With 38 spaces, the parking area exclusive of access lanes would have to be <br /> 11,400.square feet. <br /> The proposed development is too dense for this location to meet this section of the <br /> ordinance. <br /> TRAFFIC: Residents in the immediate area have expressed concern on the possibility of <br /> increased traffic in the area caused by development of this site. The intersection of 27th <br /> Avenue and Coolidge which meet at Kenzie Terrace is and continues to be a problem <br /> intersection. Concern has been expressed that corrections of this intersection need to take <br /> place regardless of this development. <br />
