STAFF REPORT <br /> • <br /> DATE: April 13, 1993 <br /> TO: Planning Commission <br /> FROM: David Mark Urbia, Management Assistant <br /> ITEM: UTILITY BUILDINGS <br /> BACKGROUND <br /> The Planning Commission requested three items of information from staff regarding utility <br /> buildings; they are: <br /> (1) Lots with front and back yards on ,public streets. <br /> A lot must have at least one front yard and one back yard. An utility building <br /> attached to the principal structure would require a rear yard setback of the <br /> greater of 25 feet or 20% or the entire depth of the lot. An utility building <br /> detached from the principal structure would require a rear year setback of five <br /> feet, three feet including the overhang. Please keep in mind - the rear yard <br /> setback is from the property line -- the right of way area (usually fifteen feet) <br /> causes the effect of additional area setback in the rear yard. <br /> (2) The Uniform Building Code and utility buildings. <br /> The Uniform Building Code (UBC) addresses utility buildings, but only <br /> minimally. The reason, utility buildings are not habitable. The UBC does <br /> address wind sheer and weight from snow (60 pounds per square inch). <br /> Manufactured prefab utility buildings meet the standards. Self-made buildings <br /> must-be inspected to insure these standards are met. The Building Inspector <br /> also looks for aesthetic value. The Building Inspector will request that <br /> comparable materials to the principal structure are used for the utility <br /> building. In the case of a manufactured building, a similar color to the <br /> principal structure is requested. <br /> (3) Size. <br /> The 1992 Code of Ordinances has provisions for lot coverage (unlike the 1973 <br /> Code of Ordinances). The lot coverage provision will insure a mega-shed will <br /> not be built. <br /> RECOMMENDATION <br /> • Staff finds the issue is addressed appropriately at the time, no further action should be <br /> required. <br />
