July 1, 1996 <br /> (Name of Company) <br /> (Individual at Company) <br /> (Street Address) <br /> (City, State, Zip) <br /> RE: Request for Proposal for Comprehensive Plan, City of St. Anthony <br /> Dear (Individual): <br /> The City of St. Anthony invites you to submit a proposal for assisting the City in <br /> developing a Comprehensive Plan. The current approved Comprehensive Plan was <br /> completed in 1979. <br /> CONTENT <br /> The City of St. Anthony is a first-ring suburb which is both in Hennepin and Ramsey <br /> Counties. Essentially, the City is at build-out, with a completed water, sewer, and <br /> transportation infrastructure. The issues the City wishes the selected firm to focus on <br /> include: <br /> 1. Residential Redevelopment: Residential structures were largely completed <br /> in the 1950's and 1960's, and many will be in need of redevelopment in the near <br /> future. Anecdotal evidence suggests that the City is in the midst of a significant <br /> residential turnover, with housing being sold by "empty-nesters" to young <br /> families. We feel the need for hard demographic evidence to identify any trends, <br /> as well as recommendations regarding the City's response to whatever the <br /> residential demographics show. All such work will need to be compatible with <br /> the City's Liveable Communities Action Plan, currently being developed by the <br /> City under the requirements of the Metropolitan Council. <br /> 2. Commercial/Industrial Redevelopment: The commercial and industrial areas <br /> of the City have been developed since the 1960's, and will be in need of <br /> redevelopment soon. We request that this need be examined and <br /> recommendations made as to appropriate planning on behalf of the City. <br /> 3. Land Use/Zonings The existing Comprehensive Plan recommended a <br /> number of_land use changes, which have largely been implemented. We wish <br /> assistance in identifying current land use incompatibilities and future land use <br /> issues which the City can facilitate through land use planning and/or zoning <br /> changes. <br /> 4. Emeraina and Other Issues: The City wishes an analysis and resultant <br /> advice from a planning firm regarding emerging municipal land use planning <br /> including, but not necessarily limited to, telecommunications and access to public <br /> right-of-ways. <br />
