Larson <br /> City of St. Anthony Village, Liquor Operations Manager <br /> 3301 Silver Lake Road <br /> St. Anthony, MN 55418-1699 <br /> Re: Request for Bids; Inventory Control System <br /> Mr. Soth, <br /> The following information is provided to assist you with the <br /> request of the City Council for a letter of opinion with regards to <br /> the bids for the Inventory Control System. I am providing you all <br /> memo" s and related documents, as .well as minutes from the council <br /> meeting , of November 26, 1996. <br /> As you are aware, I recommended that the council reject the bid <br /> from Total Register Systems because of failure to meet <br /> specifications. This memo will point out my reasons for that <br /> recommendation. <br /> My recommendation was also based on what could be classified as <br /> 11subjective reasons" . Those reasons are stated in a memo dated <br /> November 6, 1996 to Michael Mornson. I have included that memo for <br /> your review. I am not sure how you or a court of law would handle <br /> subjective reasons for choosing any item that we would be required <br /> to go out for bids. Clearly, the computer industry and different <br /> software programs would require a certain -amount of subjectiveness <br /> or personal preference in making a purchasing decisions. <br /> In this memo, I will outline Total Register Systems failure to meet <br /> requirements specifications. They are as follows: <br /> 1) on page 2 of the Request for Bid included, I have -highlighted <br /> the sentence "The City requires a system that provides current <br /> technology. . . . 11 . Total Register System has bid 486-80 Mhz Computers <br /> to operate the cash registers. 486 computers are not current <br /> technology. They are obsolete. <br />
