Mr. ' Anderson has informed me and the council that he cannot supply <br /> these computers. This is stated in the minutes of the November 26 <br /> council meeting. The' 486 Computers were not specified in the <br /> Request for Bid. The bid from Total Register Systems should be' <br /> rejected for bidding equipment that cannot be supplied and for <br /> bidding equipment that is not current technology as stated in the <br /> Request for Bids form. <br /> Mr. Anderson has told me he will supply Pentium Computers at no <br /> additional charge. I cannot accept that offer as his bid clearly <br /> defines 486-80 Mhz Computers. This type of bidding has a direct <br /> effect on the total bid price as Retail Data Systems has bid <br /> current technology with Pentium Computers which have a higher price <br /> than the obsolete 486 Computers. <br /> 2) on page 4, 1 have highlighted the first paragra ph under <br /> Section 2.1. The paragraph states "It is intended that each store <br /> will be equipped with 3 P.C. Is and P.O.S. stations, a NOVELL server <br /> P.C. , and a P.C. and Laser printer for use in management <br /> operations, and communication equipment for interconnecting the <br /> stores. The bidder will be required to submit, as part of the bid <br /> ,package, a system diagram showing the proposed equipment <br /> configuration and interconnection for each store. . . . . " . If you <br /> review the configuration supplied by Total Register Systems, you <br /> will see that Mr. Anderson does not meet the specifications <br /> required and stated on page 4, section 2.1. His diagram shows 4 <br /> registers at store 1, and two registers at store - 2. <br /> Another area of concern is the center of that diagram that states <br /> the communication as "Data Upload and Download Via Modem" . Our <br /> specification call for all transactions to be available <br /> automatically at both sites. I do not believe that this can be <br /> accomplished with his proposed configuration. Total Register <br /> Systems bid should be rejected for failure to provide the specif ied <br /> configuration in the request for bid. <br /> 3) On page 4, the third paragraph under section 3.1 states 'It is <br /> the intention of the City to purchase a fully developed POS system, <br /> both hardware and software, which requires no further development <br /> to fulfill the functionality as specified in this RFB. " I have also <br /> highlighted the statement "The bidder must arrange for a <br /> demonstration of an existing system, ' installed in a retail <br /> operation, which exhibits the functionality stated herein. " Total <br /> Register Systems has bid 486-80 Mhz computers to operate the POS <br /> system. The bid should be rejected as 486-80 Mhz computers would <br /> require further development or replacement to fulfill the <br /> functionality of the system. As mentioned previously, Mr. Anderson <br /> cannot supply them. <br /> 2 <br />
