14) Listed on Total Register Systems proposal sheets, you will <br /> notice that Mr. Anderson has listed a discount for "Multi-Store and <br /> Mix & Match" . Mr. Anderson and I had the opportunity to discuss the <br /> .Mix/Match function.' He informed me that' his system .did not have the <br /> Mix and match ability, therefore he would discount his price. Mr. <br /> Anderson stated that when he could provide that software upgrade, <br /> we could then purchase that ability for the amount of the discount. <br /> Listed with that discount is the statement "Multi-Store" . The <br /> question then becomes whether or not we receive the multiple store <br /> function ability since it is listed with another feature that is <br /> discounted and not available with the Total Register system. <br /> If you notice in Total Register Systems proposal, Mr. Anderson <br /> lists the TRS/ARS Multi store software cost as a no charge (NIC) . <br /> At the bottom of his proposal, he lists this function with Mix & <br /> Match as a -discount 'of $3, 646.00. 1 am confused as to how software <br /> listed as "no charge" can be discounted later as a portion of <br /> $3,646.00. <br /> The mix/match ability is a feature that is extremely important to <br /> the operation of our stores. That function can further the control <br /> of inventory levels at our operation. The question that I would <br /> have is, in order to' compare "apples to apples", would we add .that <br /> discounted amount to Total Register Systems bid -since Retail Data <br /> Systems software provides a group pricing discount?. If so, the bid <br /> amount for Total Register would increase to $42,920.00. That amount <br /> is 'comparable to the Retail Data Systems bid of $46,650.00. <br /> When you look at the difference between those two dollar amounts, <br /> and the dif f erence in cost of the P.C. ' s that each vendor bid (486- <br /> 80 Mhz compared to Pentium) , the bid amounts become closer to <br /> equal. Page 4, section 3.1, paragraph 3 states "It is the intention <br /> of the City to purchase a fully developed POS system, both hardware <br /> and software, which requires no further development to fulfill the <br /> functionality as specified in this RFB" . If the RFB would allow us <br /> to make these upgrades to the Total Register Systems hardware. and <br /> software, then these .two bids would become comparable. The purpose <br /> of stating "no further development" was 'to eliminate that process. <br /> 15) 1 had the opportunity to meet with each vendor to discuss the <br /> software functions that were included with the bid, and those <br /> functions that were an option for additional cost. Of those <br /> discussed, the Total Register system 'software would require the <br /> purchase of $586-00 worth of software options to make their system <br /> comparable with Retail Data's standard software. Those software <br /> functions were the ability to handle Gift Certificates, Purchase <br /> orders, Sales Analysis and Bar Code Printing.. All of these <br /> functions are required in our liquor operations. <br /> 6 <br />
