11) On page 20, section 6.3 part 5 clearly states that "All bids <br /> must comply with and not deviate. . . 11 . 1 wanted to point out to you <br /> that the RFB does address these type of issues and requirements, <br /> and also specifies instructions on how to bid, and defines the <br /> consequences if specifications and requests are not met. Section <br /> 6.3, part 6 also addresses changes to the bid. Mr. Anderson has <br /> verbally offered many changes to the bid. Part 6 clearly defines <br /> the result of changes to the bid. <br /> 12) on page 21, section 6.8 explains bidder' s experience. While I <br /> do not have an issue with the experience of Total Register Systems, <br /> I do have concerns with their ability to properly carry out the <br /> specifications of the RFB. In my opinion, Total Register Systems <br /> has not demonstrated and documented their expertise in the areas of <br /> communication and system configuration that was required in our <br /> RFB. The system that I specified in our RFB called for a file <br /> server configuration which allows any transactions and inventory <br /> information to be accessed from any location for the other <br /> location, automatically. To the best of my knowledge, Total <br /> Registers Systems package does not operate in this fashion. I am <br /> not fully satisfied that they have documented or demonstrated this <br /> configuration in their bid, or with any installation at the <br /> locations of the references supplied. <br /> 13) The references that Total Register Systems has . supplied with <br /> their bid list seven multi-store installations. Of the seven, three <br /> operate under the version that is proposed in our bid. I spoke with <br /> Mr. Anderson about the communication that those three used. Mr. <br /> Anderson informed me that two of the three were not communicating <br /> from store to store. Mr. Anderson stated that the third reference <br /> was, and gave me the name of the contact person. I have yet to <br /> contact them. <br /> Three of the remaining references are using an older version of the <br /> software. According to Mr. Anderson, two of those three do not <br /> communicate between stores. The remaining reference communicates by <br /> modem from City Hall to the stores. They use that function to <br /> update files and new items. <br /> The last reference given -is using version 2 software. I believe <br /> that version is to outdated to warrant a reference check. <br /> I had the opportunity to speak with 'other Liquor' Operations <br /> Managers as well as Liquor Store Managers in the area. All of the <br /> discussions were informal in nature. In my conversations with other <br /> people in the liquor industry, my preference for the system <br /> proposed by Retail Data Systems was reinforced. User friendliness, <br /> appearance of printed reports and communication ability were some <br /> of the areas that Retail Data Systems had the best features and <br /> abilities. <br /> 5 <br />
