L <br /> City Council Regular Meeting Minutes <br /> July 22, 1997 <br /> Page 6 <br /> 1 Mr. Hoban stated he would like to see this money utilized for other projects, especially <br /> 2 creation of a retention pond. <br /> 3 Mary Ann Kuharski, 2709 Pahl Avenue NE, thanked the Council for allowing the residents <br /> 4 time to speak this evening. She noted a letter she had sent to a U.S. Senator, Congressman, <br /> 5 Hennepin County Commissioner, and State Senators. She felt it would be helpful if the <br /> 6 citizens are asking for attention and relief. She stated she held a meeting at her home last <br /> 7 evening and more than 60 residents were in attendance. 14 to 16 of those people were not <br /> 8 affected by the flooding but were in attendance out of concern for their neighbors. Another <br /> 9 meeting of this group has been scheduled for August 4, 1997 at the Community Center at <br /> 10 7:00 P.M. Ms. Kuharski invited the Council to attend this meeting and stated that she hoped <br /> 11 everyone could work together as a cohesive unit as this affects all properties in the City of St. <br /> 12 Anthony. <br /> 13 Mayor Ranallo stated this is the reason the City needs a Task Force. He also commented that <br /> 14 if the residents not affected by the flooding support the affected residents, it will help <br /> 15 enormously. <br /> 16 Faust stated it was always more effective to speak as a collective voice. He noted Ms. <br /> 17 Kuharski's group may be able to address more of the immediate emotional and basic needs <br /> 18 that government cannot address at this time. He stated letter writing is very effective <br /> 19 especially if handwritten and expressed from the heart. <br /> 20 Mayor Ranallo noted the City had asked for volunteers for the Task Force. The cut-off date <br /> 21 was July 21 and 9 applications have been received. <br /> 22 Ms. Kuharski stated her husband, John, was.intending to apply. <br /> 23 Don Troupe, 3213 Edward Street, stated he would like to volunteer and would submit a letter <br /> 24 of application tomorrow. <br /> 25 Councilmembers Enrooth and Faust volunteered to be members of the Storm Drainage Task <br /> 26 Force. <br /> 27 Bob Thistle, Springsted Co., reported that if the City provided $3 million in assistance, and <br /> 28 received no federal or state aid, the affect on a $100,000 market value home would be an <br /> 29 increase in taxes in the amount of$315 per year for 20 years. <br /> 30 Enrooth noted currently the least expensive estimate to eliminate the problem is $6 million. <br /> 31 Ms. Kuharski asked why the residents needed to be surveyed for approval of this project. <br /> 32 Mayor Ranallo explained that residents needed to be informed when a proposal will have a <br /> 33 major impact on them. <br />
