City Council Regular Meeting Minutes <br /> July 22, 1997 <br /> Page 5 <br /> 1 Councilmember Enrooth stated he had attended a meeting of the Middle Mississippi <br /> 2 Watershed District on July 10 and had brought up the concerns of St. Anthony at that <br /> 3 meeting. Joe Bermad, who is Chairman of the District, also serves on the Minneapolis City <br /> 4 Council and is well aware of the problem. This issue will be a topic of discussion at future <br /> 5 meetings. <br /> 6 Mayor Ranallo continued: <br /> 7 d. Called both Ramsey and Hennepin County assessors to determine whether or not they <br /> 8 can re-assess damaged property. They indicated they would do so. <br /> 9 e. Called the League of Minnesota Cities for lobby help with the Legislature. <br /> 10 f. The City will appoint a Task Force this evening to address this issue. The first <br /> 11 meeting will be next Wednesday, July 30, 1997 at 7:00 P.M. The Task Force will <br /> 12 work with Barr Engineering and WSB. <br /> 13 g. The City provided dumpsters and helped, if needed to clean up properties. <br /> 14 h. The City contacted Rice Creek and Middle Mississippi Watershed Districts. <br /> 15 Mayor Ranallo noted the water on Silver Lake has risen so high that it is beginning to wash <br /> 16 out the rip rap on Silver Lake Road. Staff was asked to contact Hennepin County and notify <br /> 17 them. <br /> 18 i. The City is currently working on a summary of the problems and costs to provide to <br /> 19 the Legislature. <br /> 20 Mayor Ranallo reported the City contacted Berkeley Administrators to see if they could <br /> 21 purchase a master flood policy for the City. Berkeley stated there was no such plan available. <br /> 22 Further investigation through Hennepin County resulted in the determination that the City <br /> 23 could only participate in such a policy if the County participated. Currently the County does <br /> 24 not participate. <br /> 25 Tom Hoban, 2705 Pahl Avenue NE, asked if it would be easier to work with the Minneapolis <br /> 26 City Council as St. Anthony's storm pipe feeds directly into their system. <br /> 27 Mayor Ranallo stated that according to the Mississippi Watershed District, that is a State <br /> 28 project and has to be addressed to the State. If the State desires to enlarge the pipe, it would <br /> 29 then have to be approved by the Watershed District. <br /> 30 Enrooth noted the project would also require approval of MNDot. <br /> 31 Mr. Hoban noted a pamphlet he had received in 1992 which spoke of a fee to improve the <br /> 32 storm water drainage in the City. He asked where those funds have gone. <br /> 33 Mornson reported these fees have been placed in a fund having a balance of$250,000 as of <br /> 34 June 1997. The storm sewer systems are upgraded every time a street is reconstructed. <br />
