The City cannot purchase property without a public purpose. The building code <br /> 3 only pertains to new construction, renovation and remodeling. <br /> 4 Mary Ann Kuharski, 2709 Pahl Avenue NE, questioned why the storm sewer improvements <br /> 5 would have to be put to a referendum. She stated residents in her area need assurance that <br /> 6 . they will have a decent sewer system. She stated she had not been aware of the public <br /> 7 hearing in 1992 and questioned if this had been the last chance residents had for getting the <br /> 8 improvements. It was her understanding that St. Anthony could not have afforded the <br /> 9 solution even if the people had wanted it. <br /> 10 Enrooth stated there was a large public hearing held on the issue in 1992. It was not the last <br /> 11 chance for residents to get the improvements. <br /> 12 Mayor Ranallo stated the Council did not have the "guts" to spend $16 million of the tax <br /> 13 payers money without letting them know. <br /> 14 Ms. Kuharski stated she was offended because she paid taxes just like everyone else in the <br /> 15 City and she deserved good running water like the other residents. She stated she objected to <br /> 16 the referendum. She stated she needed to be assured that the improvements would be made <br /> 17 and felt that the improvements were a matter of justice. <br /> 18 Faust noted the Task Force will provide direction and the opportunity for the City to <br /> 19 readdress the improvement issue. <br /> 20 Mr. Jacobs stated his neighborhood is considered a leper colony. Their homes are worthless. <br /> 21 He stated his neighborhood is entitled to clean water, a clean environment and not to have to <br /> 22 worry every time it rains. He stated he backs up what Ms. Kuharski has said. He stated no <br /> 23 one knows the trauma his neighborhood is going through. It is a day to day thing that is <br /> 24 unacceptable. The frustration just.continues to mount. <br /> 25 John Kuharski, 2709 Pahl Avenue NE, asked if anyone attempted to obtain funds from the <br /> 26 legislature in 1992. <br /> 27 Mayor Ranallo stated the City did attempt to obtain funds in 1992 but were told there was not <br /> 28 a big problem. <br /> 29 Faust stated a dialogue was needed on the forefront to convince all parties involved that these <br /> 30 improvements are necessary. <br /> 31 Jane Hintz, 3503 Maplewood Drive, stated she was not affected by the flooding but has been <br /> 32 talking about it non-stop. She has found support in areas she did not expect. She felt there is <br /> 33 more support than is thought. <br />
