City Council Regular Meeting Minutes <br /> August 12, 1997 <br /> Page 10 <br /> 1 Ms. Kuharski stated the residents need to understand the severity of the issue. These <br /> 2 improvements are a basic need like the police and fire departments. The improvements will <br /> 3 be good for the reputation of the City and the resale of the property. She asked the Council <br /> 4 to have the guts and to go to bat for the effected residents. <br /> 5 Marks stated he would feel awkward putting this issue to a referendum as it may tend to put <br /> 6 to the people in the low part of the City against the people in the high area. <br /> 7 Faust stated the Council was very supportive of the need for the improvement but are trying <br /> 8 to resolve a problem that has continued for more than 20 years. He noted the solution needed <br /> 9 to be done right so future generations will not have to deal with this issue again. <br /> 10 Mr. Kuharski stated he is a member of the task force. As a task force member, he asked if <br /> 11 the $250,000 in the Storm Sewer Fund could be appropriated now or if it was regulated. He <br /> 12 noted it is almost winter and some of the effected people do not even have an operable <br /> 13 furnace. <br /> 14 Mornson stated the fund can be used but the City does not want to expend these funds <br /> 15 because the other governmental agencies may then say the City does not need any assistance. <br /> 16 The City Council has control over how the funds are allocated. <br /> 17 Ms. Kuharski stated that in his response Representative Vento had stated he would support the <br /> 18 effected residents in Ramsey County. She noted that he also represents residents in Hennepin <br /> 19 County and hoped that he realized this. <br /> 20 Mr. Jacobs noted he has been told that he earns too much money to qualify for low interest <br /> 21 loans. <br /> 22 Ms. Kozarck stated it is up to the residents to write to the agencies and say they have had <br /> 23 enough. They are tax payers too. She stated she has experienced a $50,000 loss and cannot <br /> 24 even get a contractor to come and fix the hole in her basement. <br /> 25 Mayor Ranallo stated it is the City's position that they do not want loans, they are requesting <br /> 26 outright funds. <br /> 27 <br /> 28 VIII. PUBLIC HEARINGS - None. <br /> 29 IX. NEW BUSINESS. <br /> 30 A. Resolution 97-040, re: Receive Report and Order Plans and Specifications for 1998 <br /> 31 Street and Water Main Improvement Project. <br /> 32 Mornson explained the project will include Harding Street from 34th Avenue NE to 36th <br /> 33 Avenue NE, Edward Street from 34th Avenue NE to 35th Avenue NE and Roosevelt Street <br /> 34 from 34th Avenue NE to 35th Avenue NE. The projected 1999 improvements will include <br /> 35 these areas from 34th Avenue NE to 33rd Avenue NE to complete this section. The cost is <br /> 36 estimated at $770,000.00 and will contain 2750 lineal feet. A $38.00 per foot assessment will <br />
