1 r <br /> Planning Commission Regular Meeting Minutes <br /> July 15, 1997 <br /> Page 4 <br /> 1 Mr. Struther stated the signage will be addressed under a separate application. It will include <br /> 2 a ground sign identifying the store and the fuel prices with a brick tier on either side. There <br /> 3 will be signage on the fascia of the canopy and the building. The signs will be lit. The <br /> 4 canopy will include unpainted fascia with a six foot oval shaped Conoco sign. <br /> 5 Chair Bergstrom questioned the hours of operation of the facility. <br /> 6 Mr. Rico, operator of the facility, stated the hours of operation have not yet been determined. <br /> 7 50% of the metro stores are open 24 hours and 50% are open 17 hours. It will depend on <br /> 8 economics. <br /> 9 Chair Bergstrom asked if a landscape plan had been submitted. <br /> 10 Mr. Struther stated it had been.submitted with the application. <br /> 11 Commissioner Thompson asked if the property had been purchased. <br /> 12 Mr. Trautz stated it was under option. <br /> 13 Chair Bergstrom noted that in the past signage on canopies has not been allowed in the City <br /> 14 of St. Anthony. <br /> 15 Commissioner Horst noted that a condition of the conditional use permit was that the use will <br /> 16 contribute to the betterment of the community. He noted there were many gas stations and <br /> 17 car washes in the area and questioned what was unique about this proposal that would add to <br /> 18 the retail in this area. <br /> 19 Mr. Rico stated a feasibility study had been performed and the results were very good. He <br /> 20 stated he felt the store was unique and would be viable in this location. <br /> 21 Commissioner Franzese stated that she had no doubt that the operation would be successful as <br /> 22 a commercial business. She noted however that the community had been hoping to have a <br /> 23 family restaurant locate on this site and is very disappointed that it will now be the location of <br /> 24 a gas station. <br /> 25 Mr. Rico stated that this site would not be well suited for a family restaurant as there is not <br /> 26 enough traffic for a restaurant to be successful. <br /> 27 Chair Bergstrom closed the public hearing at 7:34 P.M. <br /> 28 Commissioner Makowske noted this site did not face a residential area. As there was no <br /> 29 conflict between zoning, he did not know if hours of operation would be of concern. He <br /> 30 stated he would like the approval of the Fire Chief in regard to emergency vehicle access as a <br /> 31 condition of approval or a prerequisite to building. <br />
