The parcel is currently zoned industrial. We are requesting that this zoning be changed to R-4, a multiple family district. This parcel is an anomoly in that a portion of it lies in Hennepin County and a portion in Ramsey County indicating that it falls under the jurisdiction of the City of St. Anthony Village and the City of Roseville. The portion in St. Anthony is the smaller portion, with a boundary of 135 square feet to the west, 86 square feet to the north, 125 square feet to the east, and 138 square feet to the south. The full parcel is substantially larger. Mendota Homes, Inc. is proposing a 30 unit apartment building for this site to be designated for senior rental. The building itself is a three-story brick and siding clad structure. The exterior fagade is highlighted by placement of screen- enclosed decks along the front and rear of the building. The main entrace is easily visible in the center of the structure. The building will have underground parking for 30 cars in addition to a surface parking lot with 30 resident spaces and room for guest parking. There will be a centrally located elevator, three stairtowers situated throughout the building, sprinkled halls,corridors, garage, and apartment units,wide hallways, recessed, individual apartment entries, community room, and exercise room.. Additionally, individual apartments will feature self-contained heating and cooling units, fireplaces, screen porches, and some vaulted ceilings.
