Receive approval from the City of Minneapolis regarding the Church's proposed storm <br /> 4 water retention plan. <br /> 5 Commissioner Thompson reported the motion carried unanimously- <br /> 6 Anthony Kaczor, 3008— 33rd Avenue NE, stated he had been in attendance at the November <br /> 7 18, 1997, Planning Commission and there had appeared to be some confusion in regard to the <br /> 8 storm water drainage for this proposal, including who has jurisdiction of this site, Rice Creek <br /> 9 Watershed or Middle Mississippi. One resident was in attendance at the meeting and <br /> 10 expressed concern in regard-to the storm water because of flooding in the area. Mr. Kaczor <br /> 11 expressed concern that no one from the Storm Drainage Task Force had been present to <br /> 12 address the issue and asked that the Council be clear on the storm water drainage. <br /> 13 Mayor Ranallo stated that previously the water from the church building would flow into the <br /> 14 alley behind St. Anthony Boulevard and Pahl Avenue. This proposal will change that by <br /> 15 placing a pipe under the new building and running the water out into the lawn in front of the <br /> 16 school. He noted that Ted McCrossan has been working on this proposal. Ranallo asked if <br /> 017 Mr, De Zelar had been working with the Middle Mississippi Water Management Organization, <br /> 8 Y <br /> Gar De Zelar, architect for St. Charles Borromeo Catholic Church, stated that the Middle <br /> 19 Mississippi Water Management Organization has no guidelines in place and was relying on <br /> 20 the City of Minneapolis. He has hired an engineer to study the flow of the storm water and if <br /> 21 necessary to work with the City of Minneapolis in regard to retention of the water. <br /> 22 Mr. De Zelar stated he has received the calculations provided by the engineer in regard to the <br /> 23 flow of storm water. He noted the water on the property flows in three directions. The water <br /> 24 in Section A, from the rectory and the church, flows to the north to St. Anthony Boulevard; <br /> 25 the water from Section B, the area over to the center of Pahl Avenue, flows out to Pahl <br /> 26 Avenue; and Section C, the remainder of the property, all flows southwest to the Minneapolis <br /> 27 system. <br /> 28 Mr. De Zelar then displayed the engineers calculations of existing conditions and conditions <br /> 29 after completion of the proposed addition for the aforementioned three Sections. Section A <br /> 30 will remain the same, Section B existing is .17 and will be decreased to .12, and Section C <br /> 31 existing is .75 and will be increased to .78. The result is a run-off negative to B, positive to <br /> 32 C of 1/500th of a cubic foot per second. This is based on a hundred year event, twenty four <br /> 33 hour storm. <br /> 34 Mr. De Zelar stated that he has not yet discussed these calculations with the City of <br /> 165 Minneapolis. He noted their concern is the flooding on 27th Avenue and Stinson. If the flow <br /> 6 is increased, they are looking for a detention of water so the flow will not be changed. If that <br /> 37 is required, alternatives would include ponding in front of the school, addition of another dry <br /> 38 well or increasing the size of an existing dry well, or the installation of a trickle down roof. <br />
