City Council Regular Meeting Minutes <br /> April 14, 1998 <br /> Page 6 <br /> I I The water tower study which was authorized by the City Council in March of 1998 will <br /> 2 be presented at the April 28 Council meeting. The Council will make a decision as to the <br /> 3 extent of restoration and repainting to be done. <br /> 4 2. Staff will present a sidewalk'study at the April 28 Council meeting. A rating system is in <br /> 5 place and a recommendation of which sidewalk is slated for improvement will be <br /> 6 presented. <br /> 7 3. The Fire Department report will be presented at the April 28 Council meeting. <br /> 8 4. The pre-construction meeting for the 1998 street improvement project is scheduled for <br /> 9 April 21. <br /> 10 The pre-construction meeting for the 33"Avenue project will be held in May. Staff will <br /> 11 work closely with Warren Rolek due to summer activities at the school. The school is <br /> 12 also requesting that their driveway be widened as part of the project. The driveway <br /> 13 improvement is not MSA eligible and the school will be fanding that portion. This may <br /> 14 be presented as a change order. <br /> 15 5. Morrison met with Dan Solar,Ramsey County,today and it is Mr. Solar's opinion that <br /> 16 the project is still on schedule. Morrison will be meeting with Jay Hartman, Public <br /> 17 Works and Mr. Solar tomorrow. Two further meetings will be held. The first, a <br /> 18 neighborhood meeting to discuss the proposed sidewalks on the east side of Silver Lake <br /> 19 Road and the second, for the City Council to decide on the bridge railing design. <br /> 20 Mornson suggested that the neighborhood meeting be held just prior to the Council <br /> 21 meeting so that the results could be presented to Council and the interested parties could <br /> 22 stay and partake in that meeting. <br /> 23 6. The League of Minnesota Cities Conference will be held in Duluth, Minnesota from June <br /> 24 16 -19, 1998. <br /> 25 7. The survey questions have been submitted to Decision Resources and it is anticipated <br /> 26 they will be returned next week. No questions were received from the School District. <br /> 27 Morrison has asked Decision Resources to include their schedule so that it can be <br /> 28 advertised to the public. The survey will be conducted between May 15 and June 15, <br /> 29 1998. <br /> �30 8. Morrison reported on flood mitigation issues. <br /> 31 a. A representative of FEMA visited the City of St. Anthony last week and along <br /> 32 with Mornson and Todd Hubner of WSB, toured the area of the five homes <br /> 33 proposed for demolition. FEMA is currently preparing an Environmental <br /> 34 Assessment Work Sheet and will notify the City if they will receive funds by May <br /> 35 15, 1998. The response appears to be favorable and if funds are granted, the City <br /> 36 will receive them by June 15, 1998 after contracts are approved. <br /> 37 b. Six property owners have received applications for the City Grant Program. <br /> 38 Notice of the program was included in the City newsletter which was mailed <br /> 39 today. <br />
