City Council Regular Meeting Minutes April 14, 1998 Page 7 1 C. Momson met yesterday with Kent Locksnoe, Director of the DNR. It is Mr. 2 Locksnoe's opinion that the City of St. Anthony will receive $2 million in ftinding 3 provided a contract with the State of Minnesota i's worked out. Mo.rnson will 4 meet with DNR staff within 30 days to start working on the contract. 5 d. Staff is proposing that the Storm Water Task Force meeting which is scheduled 6 for May 6 be postponed to May 13 as there is a conflict with the Annual Chamber 7 of Commerce meeting. Staff will also direct WSB to determine a 8 recommendation for use of the $4 million(as this is a matching grant) and present 9 this to the Task Force. The Task Force will present their recommendation for the 10 use of the ftinds at the Council's May 26 meeting. Morrison has talked with Sue 11. Kozarek and it may be that the Task Force's work will be done after the May 13 12 meeting. The members would be forwarded any Council agenda items which 13 pertain to the recommendations they have made. This decision will be discussed 14 at the May 13 Task Force meeting. We are now going into a decision-making 15 stage which will require a large amount of Council involvement. 16 e. More good news! On April 13, 1998, the Metropolitan Council approved a loan 17 in the amount of$40,000 to the City,of St. Anthony to pay WSB for the sump 18 PUMP inspection program. The loan will be forgiven if it is certified to the Met 19 Council every year that the Sump Pump Ordinance is effective for a five year 20 period. 21 f, The utility bills will be mailed on April 17, 1998. These bills will include the 22 increase in the Storm Water Utility Fee from $3 to $13. 23 Ranallo stated that Senator John Marty had voted against the Bonding Bill because it was tied 24 into other issues. He did however, put forth a great effort to help the City of St. Anthony with 25 the flood relief issue. 26 Morrison noted Senator Marty had set up the initial meeting with the Director of the DNR. 27 8. The Legislature-has voted for levy limits to remain in place for 1999.. The tax rate for 28 commercial will decrease again from 4.0%to 3.5%. Morrison has directed the Finance 29 Director and Bob Thistle of Springsted to detennine how this will affect the tax districts. 30 The only real concern is the Apache district. The Legislature does have a provision that 31 if the decrease in the tax rate impacts the ability of the City to pay its bond,the City can 32 set up a special district to levy against the benefitted property to assist in paying the bond, 33 or use other TIF money. 34 VIII.
