She noted that the garage setback permit also addresses issues such as the <br /> 2 proximity of the garage to other structures on adjoining properties, screening and vegetation, <br /> 3 approval of neighbors, and location of other garages in the area. It is similar to a.vanance <br /> 4 request in that it requires a public hearing. <br /> 5 Commissioner Gondorchin noted the proposed garage is 720 square feet. This is larger than a <br /> 6 standard double-car garage. Also the garage setback permit refers to a garage of no more than <br /> 7 528 square feet. He questioned the rearyard setback requirement. <br /> 8 Ms. Moore-Sykes stated the rearyard setback requirement is the greater of 20% of the depth of <br /> 9 the entire lot or 25 feet. The proposed garage has a 15 foot rearyard setback and is not in <br /> 10 compliance with the requirement. <br /> 11 Robert Jensen, 2908 Roosevelt Street NE, explained that the home is a small rambler with a <br /> 12 minimal amount of kitchen area. The addition will come off the breezeway and around the back <br /> 13 of the house. It will provide an expansion to the kitchen, a breakfast nook area in the place of the <br /> 14 current breezeway, and a family room. The garage is setback from the addition to provide room <br /> 15 to maneuver the cars into the garage. It is 30 foot deep to provide room for a workbench area in <br /> 16 the back. Mr. Jensen stated he had not been aware of the rearyard setback requirement. <br /> 17 Commissioner r-Gondorchin questioned the distance from the house to the front of the garage. <br /> 18 Mr. Jensen stated this distance is 23 feet. <br /> 19 Chair Bergstrom noted the garage is recessed seven feet from the south of the house. <br /> 20 Mr. Jensen stated this location is based on a sideyard setback requirement of five feet. The <br /> 21 garage could be offset a little based on the permitted three foot setback. <br /> 22 Chair Bergstrom explained that the City is sensitive to adding impervious surface due to the <br /> 23 flooding issues. He noted that the requested overage is generated primarily by the length of the <br /> 24 driveway and suggested_that the driveway be shortened by eight feet or narrowed by one foot. <br /> 25 He noted that the garage is 10 feet into the rearyard setback and suggested that the orientation or <br /> 26 location be adjusted to alleviate this. <br /> 27' Mr. Jensen noted the location of a tree near the proposed garage. He stated he would work with <br /> 28 the suggestions of the Commission. <br /> 29 Commissioner Horst noted that the plan does not appear to be drawn to scale and suggested that <br /> 30 this be done for the public hearing. He suggested that the garage either be scaled down or a <br /> 31 hardship be demonstrated as to why a garage of this size is necessary.. <br />
