AUG. -14'..98 (FRI) .12: 10 TEL:612 421 9511 P. 011
Parks Commission Meeting Minutes
August 10. 1998
Page 1 I
Tindra asked if the Commission would like to meet on August 24. Morris stated he would
not be able to attend on August 24. Louiselle stated a special session could be held with
the Commission members that can attend, as long as a quorum is present.
Morris repeated his request for the Commission to slow down and wait. He felt that
having two weeks to make decision that would have to last 30 years was unacceptable.
Siggelkow asked if the bid would be for landscaping only or for the entire plan. Hubmer
replied that the excavation and park restoration work is included in the bid. If needed, a
change order could be added to switch locations, for an extra charge.
Siggelkow said the excavation work would be done regardless of the rest of the plan. He
asked if the bid could be in two parts. Hubmer replied that one bid is more economical,
and could wait.
Jensen asked whether the bid could be split into two parts, as the elevation is the same in
both plans. Hubmer answered that components could be bid on individually, such as the
softball field as one component. He added that softball field construction would not take
place until May, unless reconfiguring would change the grades.
J'indra asked if the Commission waits until September 14 to meet, could the Council then
hold a special session.. Hubmer replied that work is scheduled to begin by October or
November, so this wouldn't allow enough time.
Morris asked whether the project could wait until Spring, since the park would be
unusable at that time. Hubmer replied that the 29'Avenue street construction would
begin in the Spring. There would have to be space for this area's water to flow, which is
planned for Silver Point Park. He said that without this water storage plan in place, the
street construction couldn't occur.
Lambrecht asked if the Harding community might fight this project. Hubmer.replied that
the neighborhood is holding an informational hearing on the matter on Wednesday,
August 12. There is no alternate plan, he added.
Kosciolek stated it is crucial for the Commission to review the plan before it is presented
to the Council. She suggested Commission members meet, if possible, or review the plans
by mail or e-mail, and then voice their concerns.
Siggelkow reiterated that the Commission first bid on the excavation plan. Next,he
suggested the Commission bid on the configuration of the park subject to minor
modifications.
