21 <br /> E UELL CONSULTING., INC. <br /> 905 Jefferson Avenue, Suite 210 Site Acquisition <br /> Saint Paul, Minnesota 55102-4740 Permitting <br /> (651) 225-0792 site Management <br /> Fax (651) 225-0795 <br /> March 14,2000 <br /> Michael Morrison <br /> 3301 Silver Lake Road NE <br /> St. Anthony,MN 55418-1699 <br /> RE: Application for Special Condition Use Permit <br /> Dear Michael, <br /> I have been asked by Nextel Communications to assist them in gaining the necessary approvals to build a <br /> wireless antenna site for their Enhanced Specialized Mobile Radio(ESMR)telecommunication network. <br /> ESMR combines the technology of a two-way radio system,wireless telephone and pager into one small <br /> handset.Nextel Communications is one of the largest ESMR providers in the United States.This site is <br /> necessary to provide improved wireless communications service to residents as well as visitors to and <br /> through the St. Anthony area. <br /> Nextel Communications has reached an agreement with the owner of the property located at 4001 Stinson <br /> Blvd., (commonly known as the Apache Medical Center),for a rooftop location on which to place 3 sets of <br /> panel antennas. <br /> Each of the three sets(sectors)of antennas will have 3 panels measuring approximately 8 ft'in height by 8 <br /> @ inches in width Each of the three sectors will measure about 13 feet across,forming a single triangle(tri- <br /> sector rooftop frame)upon which the panels will be mounted.The top of each antenna will be 15 feet <br /> above the roof of the mechanical equipment penthouse.The radio and telephony equipment will consist of <br /> equipment racks;A/C and lights,all contained in an I lx 20 ft(approx. 10 ft in height)modular building <br /> placed on the roof. The equipment building will have an exterior finish to complement the existing <br /> structure. Both the equipment building and the Antenna array will be located near the center(north to <br /> south)of the roof The building will be placed on the main roof at approximately 50 feet above grade and <br /> the antennas will be located on the roof of the mechanical equipment penthouse at approximately 63 feet <br /> above grade. <br /> I am submitting this information in order to meet the requirements for a concept review with the Planning <br /> Commission on March 21,2000. It is our understanding that if approved,we would be on the April 18`h <br /> Planning Commission agenda for a Public Hearing of our request. Final approval/denial would be given at <br /> the April 25ffi City Council meeting. <br /> I will be representing Nextel during the application process and will be attending all meetings regarding the <br /> application.
