City Council Regular Meeting Minutes <br /> • December 20, 2000 <br /> Page 4 <br /> 1 updates from the Council liaison, and he would encourage the new Council liaison to the <br /> 2 Planning Commission to continue to be a strong figure to provide a link between the:two <br /> 3 organizations. <br /> 4 Horst and Cavanaugh agreed that attendance at meetings on a quarterly basis was sufficient, but <br /> 5 also a reporting standard should be set for the Liaison to the Commissions. <br /> 6 Thuesen agreed that it was important that a rotation basis be continued to allow others to be <br /> 7 Liaisons to the Commissions. <br /> 8 Randy Hodson agreed to be the 2001 Parks Commission Liaison, with Amy Sparks being an <br /> 9 alternate. <br /> 10 Morrison pointed the Council's attention to a Prosecuting Attorney Agreement that was included <br /> 1 l in the agenda packets. Apparently, there is a substantial increase of fees requested by the <br /> 12 Attorney's office, and Morrison had asked City Finance Director Roger Larson to review the <br /> 13 impact on the City's budget for the increase of fees. <br /> .1014 .Cavanaugh:agreed.that it was a substantial increase in fees and he.felt it was important to have <br /> 15 Roger Larson review the significance of the fees in more detail. <br /> g g <br /> 16 Morrison further reported that the investment analysis will be started this week with Ehlers & <br /> 17 Associates and something would be forthcoming to the Council. <br /> 18 Regarding the Walgreens property, the Planning Commission has met and reviewed this issue, <br /> 19 and their decisions and recommendations will be forthcoming to the Council in January. <br /> 20 Morrison reported that City Staff held a meeting with the insurance company, Barbarosa <br /> 21 (contractors), City Manager, Public Works Director Jay Hartman,Todd Hubmer of WSB & <br /> 22 Associates, an attorney from Dorsey & Whitney, Mayor Cavanaugh, and the affected <br /> . 23. homeowners. The result of the meeting was, in part,that Staff will present the facts to Dorsey & <br /> 24 Whitney, and ask the contractor to reconsider decision not to provide funds to the homeowners <br /> 25 that were affected by the claims. <br /> 26 Cavanaugh added that upon review of the problem in more detail,he was convinced that the <br /> 27 homeowners were not responsible for the flooding in their homes. The apparent cost of the <br /> 28 damage was estimated to be at $35,000. Cavanaugh felt that this issue was moving forward and <br /> 29 a satisfactory result would be forthcoming. <br /> • 30 Sparks reported that the sound was a problem for some residents at the last council meeting. <br /> 31 Morrison responded that the problem was identified and corrected. <br />
