Planning Commission Meeting Minutes <br /> March 16, 2004 <br /> Page 4 <br /> 1 Road. He stated that the existing building is being purchased and demolished to accommodate <br /> 2 the redevelopment of Apache Plaza. He indicated that two approvals are needed to accommodate <br /> 3 the new Tires Plus, approval of the conditional use permit and approval of an administrative <br /> 4 subdivision. He reviewed the lot size with the Commission noted that based upon the submitted <br /> 5 size, no variances are required for the Tires Plus building. He stated that at the request of <br /> 6 Commissioner Tillman copies of minutes for three previous conditional use permit issues,that <br /> 7 are automotive related,have been included in the packet for their review. He summarized stating <br /> 8 that the conditions placed on previous conditional use permits included submittal of landscaping <br /> 9 plans, dumping enclosures, sign plans, hours of operation and limits on outdoor storage. He <br /> 10 reviewed the notification process with the Commission stating that notice of the Public Hearing <br /> 11 was published in the local newspaper and a notice was mailed to property owners within 350-feet <br /> 12 of the property. He stated that he did not receive any phone calls. He stated that if the <br /> 13 Commission is inclined to approve it could be done in one motion, contingent upon City <br /> 14 Attorney and City Engineer approval. He explained that the City Attorney would approve the <br /> 15 administrative portions and the City Engineer would approve the drainage and property concerns. <br /> 16 <br /> 17 <br /> 18 John Patterson,Designer, noted that Tires Plus has been providing service to the community for <br /> 19 many years and it is their desire to continue. He stated that the Civil Engineers are currently <br /> 20 working with City Staff and the Watershed District to determine the drainage issues and <br /> 21 reviewed with the Commission. He stated that the request meets all City Ordinance requirements <br /> 22 and referred to the packet provided for their review. He stated that the packet includes <br /> 23 photographs of the facility and proposed layout and reviewed the elevations with the <br /> 24 Commission. He provided Commission with overview of the exterior materials and monument <br /> 25 board sign noting that the sign would match the materials used on the building. <br /> 26 <br /> 27 Commissioner Tillman asked Mr. Patterson to review the proposed landscaping design. Mr. <br /> 28 Patterson explained that they are not completely clear, at this point in the project, on the <br /> 29 ordinance requirements. He stated that recommendations have been made regarding ground <br /> 30 cover noting that decisions have not been made yet regarding the design. <br /> 31 <br /> 32 Chair Stromgren suggested that they review TCF and other surrounding commercial properties to <br /> 33 get a better idea of the landscaping styles in the area. <br /> 34 <br /> 35 Commissioner Tillman referenced the trees in the back stating that they seem to be a bit small. <br /> 36 She suggested more fill near the spruce trees. <br /> 37 <br /> 38 Chair Stromgren stated that the two buildings that are adjacent to them are four-side buildings <br /> 39 whereas Tires Plus is not. He suggested that they try to soften the look around the building more <br /> 40 with the landscaping. <br /> 41 <br /> 42 Mr. Patterson suggested that, if the Commission recommends approval, it could include a <br /> 43 contingency that they continue to work with staff towards an acceptable landscaping design. He <br /> 44 stated that their consideration for their request is appreciated <br /> 45 <br />
