Planning Commission Meeting Minutes
March 16, 2004
Page 6
feet involves legal descriptions of the property and reviewed with the Commission. He stated
that they would still require the additional 27-feet for parking and to give depth to the area where
they pull vehicles out from the bays.

Chair Stromgren closed the Public Hearing at 7:30 p.m.

Chair Stromgren stated that the conditions are consistent with previous conditional use permits
for similar facilities in the area. He noted that the hours of operation and.storage are also
consistent. He agreed with City Manager Morrison that the requirements would have to meet the
approval of the City Attorney and the City Engineer. He stated that they would also continue to
work with Staff on the additional landscaping and apply city code for the site lighting.

Commissioner Tillman suggested that they ensure that all sign ordinance requirements are met.
Mr. Knapp stated that he would work with Staff on the actual measurements, as required by the
ordinance.

Vice Chair Hanson suggested that they clarify and include the hours of operation in the
conditions. He suggested 7:00 a.m. to 8:00 p.m., Weekdays, 8:00 a.m. to 5:00 p.m. on Saturdays.

Commissioner Hoska stated that the hours on Sunday are workable noting that it is actually nice
that they are open on Sundays. He stated that he has visited the store a few times on a Sunday
and was thankful they were open and available.

City Manager Momson suggested that they be more restrictive with the vehicle storage. He
expressed concerns stating that they do not want to have to do additional policing of the area. He
stated that it would be easier on both the business and staff with respect to any potential issues.

Commissioner Hoska stated that he would still like to see the 72-hour limit noting that they have
been very good citizens and neighbors. He agreed that most of the customers are very good
about picking up their cars at the end of the day. He stated that they could always rescind the 72-
hour limit if they violate or begin to overuse.

Commissioner Gray agreed with Commissioner Hoska stating that many people tend to drop
their vehicles off the night before. He expressed concerns stating that it restricting the overnight
parking would also adversely affect the customer.

Chair Stromgren suggested allowing storage for up to two cars for 72 hours with possible fines if
in violation.

Chair Stromgren asked if a Conditional Use Permit would stay with the property or follow the
business. City Manager Mornson clarified that the Conditional Use Permit would stay with the
property noting that if someone purchases it would remain with the property.
