Date: May 18, 2004 <br /> To: St. Anthony Planning Commission <br /> From: Perry Thorvig, City Planning Consultant on Silver Lake Village <br /> Subject: The Dominium Group's Briefing on Final Development Plan at Silver Lake <br /> Village <br /> Requested Action: No formal action is required at this meeting. The Planning <br /> Commission should listen to the Dominium briefing of their development plan and ask <br /> questions and make comments about the plan. Dominium will present their plans to the <br /> Planning Commission again at the commission meeting on,June 15, 2004. <br /> Background <br /> The purpose of the May 18, 2004 briefing is to allow the Dominium Group an <br /> opportunity to present their plans for a 260 unit apartment building and to hear comments <br /> and questions by the Planning Commission. Dominium will respond to questions and <br /> comments as they can at this meeting and use the comments from the Planning <br /> Commission to prepare their formal presentation for the June 15, 2004 Planning <br /> Commission meeting. It is expected that the Planning Commission will make a <br /> recommendation to the City Council at the June 15th meeting. <br /> The Dominium project has been part of the overall Silver Lake Village plan since last <br /> summer when the concept for the Silver Lake Village (then the Village at St. Anthony) <br /> planned unit development was submitted to the Planning Commission and City Council <br /> for approval. (Planned unit developments require a change to PUD zoning in a two step <br /> process—Preliminary Development Plan and Final Development Plan.) On September <br /> 23,2003, the City Council approved the Final Development Plan for the commercial <br /> portion of the development as well as concept plan approval for the entire Silver Lake <br /> Village. <br /> At this time, the Dominium Group is seeking its Final Development Plan approval. They <br /> need to have City Council approval by the end of June to meet a closing deadline with <br /> Pratt Ordway Properties, the master developer. <br /> No public hearing is required. The property was rezoned on September 23, 2004 along <br /> with the approval of the Final Development Plan for the commercial portion of the <br /> project. <br /> It is required that the Planning Commission review the final plans and make a <br /> recommendation to the City Council to approve, approve with suggested modifications, <br /> or reject the plans. <br />
