The criterion that the Planning Commission should use to make the recommendation is <br /> the consistency of the final plans with the concept that was approved last September. <br /> The concept (Preliminary Development Plan)that was approved last year is reflected in <br /> the Design Framework Manual dated August 19, 2003 and the Preliminary Site Plan <br /> dated 8/8/03. It shows the serpentine Dominium building located on the southwest <br /> portion of the site. The diagram shows the building as "Market Rate Rental Units." <br /> There were 220 units that were proposed last summer. <br /> Consistency of Current Proposal with Preliminary Development Plan <br /> Building Location and Lot Coverage—The building has only moved a few feet <br /> to the west. Its lot coverage is very close to that shown in the concept plan. <br /> Building Appearance—The height of the building (52 feet)has remained the <br /> same. It's exterior appearance is also the same. <br /> Building Density—The number of apartment units has increased from 220 to 260 <br /> (18%). <br /> Types of Units —Seventy-nine units will be reserved for senior citizens. All of <br /> these units will be "affordable"based on the federal Department of Housing and <br /> Urban Development definition. The senior citizen units will be located together <br /> in the west wing of the building. <br /> Parking Spaces—The number of parking spaces is projected to be 415. The <br /> zoning ordinance would normally require 520 spaces. The number of <br /> underground spaces is 216—240 would normally be required underground. <br /> A PUD allows flexibility because of the large nature of the use. Seventy nine <br /> units will be reserved for seniors. Many other units in the building will also be <br /> occupied by seniors, but no exact determination can be made because there are no <br /> additional limits beyond the 79 units. Normal usage would suggest that seniors <br /> will not have more than one car. Therefore, a case can be made for a departure <br /> from the typical parking requirement of two spaces per unit. <br /> Summary <br /> The Planning Commission should ask questions about the building that relate to the <br /> consistency criteria described above. The staff report on June 151'will have more <br /> information related to these criteria so that the Planning Commission can make its <br /> recommendation to the City Council. <br />
